3. Reasons for planning adjustment:
- Minh Phuong Craft Village Industrial Cluster was approved by the People's Committee of Vinh Phuc Province with a scale of 1/500 in Decision No. 1926/QD-UBND dated August 13, 2019 with an area of 33.54ha. Part of which is industrial land with 8.8ha (Tan Thinh brick factory). To implement the policy of the province in limiting the production of terracotta bricks, so far, the Investor has reached an agreement with Tan Thinh Co., Ltd. to relocate and not produce bricks at the location within the scope of the the detailed plan of Minh Phuong craft village industrial cluster. Therefore, KEHIN Joint Stock Company proposes to adjust the detailed plan at the ratio of 1/500, Minh Phuong craft village industrial cluster, Yen Lac district as a basis for secondary investors to invest in the project to meet production needs and for the local business and economic development.
- The total area after adjusting the planning is 33,8382ha (increasing by 2,982m2) due to the update of the alignment of the DT.303 adjustment line, so there is a surplus of land between the boundary of the approved planning project and the orientation line adjusted DT.303.
4. Adjustment scope:
- Re-adjust the planning boundary in the direction of the adjusted line DT.303.
- Adjust the land use structure and divide the plot of the area of Tan Thinh Brick Factory (old) to ensure that the ratio structure of different types of land is consistent with the planning standards of the industrial cluster of craft villages. Adjust the plan to divide a number of plots of land to suit the actual situation and needs of secondary investors.
- Re-adjust the network of internal traffic routes to suit the actual needs of the craft village land plots and facilitate investment.
