According to Decision No. 3425 / QĐ-UBND dated on 26/11/2013 of the provincial People's Committee approving the plan of 1/2000 scale of Lien Son Lien Hoa, Hoa Son, Tu Du IP (Thai Hoa, Lien Son, Lien Hoa IP - Area 2) in Lap Thach district, Vinh Phuc province as follows:

1. Name of project: 1/2000 scale planning of Lien Son, Lien Hoa, Hoa Son, Tu Du IP (Thai Hoa, Lien Son, Lien Hoa IP - Region 2) in Lap Thach district, Vinh Phuc province.

2. Investor: Vinh Phuc Department of Construction.

3. Location and scope of research into planning:

3.1. Location: In Hoa Son town and communes: Lien Son , Lien Hoa, Tu Du, Lap Thach district, Vinh Phuc province. Specific boundary:

- To the east, it borders on the residential area of ​​Lien Hoa, Hoa Son and the hills and agricultural land.

- The West borders the residential area of ​​Tu Du, Lien Son and hilly land, agricultural land.

- The South borders the residential area of ​​Tu Du, Lien Hoa and hilly land, agricultural land.

- The North borders on Hoa Son town and 307 provincial road.

3.2. Scope of planning: 295.1634 ha, increasing 0.4192 ha compared to the approved site planning in Decision No. 3080 / QD-UBND dated on 16/11/2012 of the provincial People's Committee. Reason: To adjust the boundary of the industrial zone in line with the direction of Hoa Son twin street (under construction). Specifically: Reduce the area along the boundary 1,2, I and increase the area of ​​the boundary 2,3, k (Detail of boundary adjustment is shown in the drawing of planning 02 ).

4. Content of the Master Plan:

4.1. Nature and scale:

- Characteristics: It is an industrial park with concentrated construction and modern and synchronous technical infrastructure. It also serves as a bridge to attract investment in industrial production, warehousing and socio-economic development of the province. There are many branches of industrial production with modern and advanced technology, ensuring environmental protection.

- Scale of land: Total area of ​​construction works is 295.1634 ha.

4.2 Land use planning and landscape orientation: (Planning drawing: 04)

- The structure of land use and economic and technical criteria in the industrial park is summarized as follows:

- Spatial orientation of landscape architecture: The industrial zone is divided into 04 main landscape areas, including: public service area; a landscape of green trees combined with detention reservoir, parking lots and works of technical coordinates; industrial production factory area; landscape axis of the industrial zone with a cross section of 36.0m.

+ Public service area: Concentrate works: Industrial zone management board, product introduction center, branches of banks, post office ... Building with height of 03-05 floors , in the form of simple modern architecture; create points for industrial park entrance.

+ The landscape of landscape trees combined with the detetion reservoir: Taking advantage of the natural terrain with the hilly space combining the water surface and the existing hollow land to be planned into a concentrated greenery area, to improve the environment and create a green landscape for the Industrial Park.

+ Factory area: The factories are built with the height from 01 to 3 floors with the modern form of architecture, the maximum construction density is 60%; In the space plant must arrange gardens, trees to improve micro-climate and create no landscape for industrial parks in general and plants in particular.

+ Landscape axis along the main roads in the Industrial Park (36.0m): Along the main road, planting trees of the same type on the sidewalk and the middle separator; with pavement of 6.0m, design of 3.0m pavement for pedestrians, the width of 3.0m rest is arranged the grass bushes combine with grass, flowers and trees to cool, create the landscape main roads and other roads in industrial zones.

4.3 Technical infrastructure planning:

4.3.1. Planning for leveling, rainwater drainage: (planning drawings: 05)

- Ground leveling planning:

+ Ground leveling solution: Based on the natural terrain, close to the existing residential areas around the planning area, ensuring the ability to balance the embankment in the planning area, ensuring the level will not affect the drainage system of the surrounding area (especially the existing residential areas).

+ Elevation altitude selection: High altitude control at the intersections.

• The highest elevation Hmax is: 38.00 m.

• The lowest elevation of Hmin is 20.00 m.

- Rainwater drainage planning:

+ Water drainage system: use 02 separate water drainage systems, including rain water drainage systems and waste water drainage systems for production and daily-life activities.

+ Rain water drainage network: According to the planning of ground leveling, along the traffic routes, drainage lines will be arranged, water will be collected on the sidewalks, pavements and rain water from the land plots to escape the two lakes. Air conditioner (connected by canal system with BxH section: 6mx3m) before draining to the drainage system of the surrounding area. On the sewers, the manholes, collecting water far from 40m to 50m apart. Drainage system using reinforced concrete drain with cross section D2000 for main drainage system and sections D1500, D1000, D800, D600 for branch lines; combined with the box drainage system BxH: 6mx3m.

4.3.2. Traffic, boundaries planning: (Planning drawing: 06)

- Road design solution: On the basis of the total land area, coupling with the surrounding traffic system and traffic demand calculation for the industrial park, traffic planning in the design area of ​​various types of section as follows:

+ Section 1-1 with the width 21.0m = 6.0m + 12.0m + 3.0m.

+ Section 2-2 with the width 24.0m = 6.0m + 12.0m + 6.0m.

+ Section 3-3 with the width 36.0m = 6.0m + 10.5m + 3.0m + 10.5m + 6.0m.

-  Pavement curb: 6cm thick brick pavement block, curb use concrete cement pavement with 100x30x26cm in straight sections, 25x30x26cm on the curved sections. At the intersection of the minimum radius R = 15.0m.

- Boundary planning: Construction boundaries of industrial land lots, public services and technical infrastructure shall be lower than the redline of 6.0m.

4.3.3. Power planning: (drawings 07)

- Power source: It is taken from the 110KVA Dao Tu intermediate station via the existing 10 (22) KV transmission line in the Northeast of the planning area.

- Power network system:

+ 22KV medium voltage grid: can go in the air in the planning area to power the transformer stations of factories and factories in the industrial zone; factories will have their own transformer station with the capacity calculated according to the actual demand.

+ Low voltage grid: At factories in the industrial park, low voltage network is underground in the cable trench and protected by twisted plastic.

4.3.4. Quy hoạch cấp nước: (Bản vẽ QH:08)

- Traffic lighting system: Power supply for public areas, technical focal points, green areas and traffic lights in industrial zones are planned to build 07 separate transformer stations with total Capacity of 2.275KVA; including: 01 two-station of 400KVA, 02 stations of 400KVA, 02 stations of250KVA, 01 station of 100KVA and 01 station of 75KVA.

Using two side lights for double lines with cross-section of 36.0m and illuminating one side for the remaining roads in the Industrial Park; The distance between the lamp posts shall be arranged according to standards and norms; Lightning conductor using Cu / XLPE / PVC / DSTA / PVC cable 4x25mm2.

4.3.4. Water supply planning: (Planning drawing: 08)

- Water source: Expected to be taken from Dong Tinh water plant (under construction with the capacity of 80,000m3 / day) with water supply pipeline (300 running along provincial road 307 (according to the planning of Vinh Phuc province).

- Water supply norm: Calculated according to current regulations.

- Water supply network: Arranged in the form of ring network, ensuring continuous water supply; Use pipes F300, F200, F150 and F 110 to provide clean water for factories in the Industrial Zone.

- Fire fighting system: selected as low pressure system; fire hydrants are placed on water supply pipelines running along roads and at intersections; the average distance of the fire hydrants is 150 m.

4.3.5. Waste water and environmental sanitation planning: (planning drawing: 09)

- Wastewater drainage planning: Wastewater from factories must be preliminarily treated and then transferred to the waste water treatment stations in the East and the South West of the Industrial Park through the system of reinforced concrete sluices D300 and D400 combined with one level transfer pump located in the green area of ​​the industrial zone; The wastewater is treated to the new standards and is drained to the general drainage system of the area.

- Environmental sanitation:

+ Solid waste control: Collect solid waste at factories thoroughly; classify wastes so as to take rational measures such as recycling or burial; industrial waste will be transported to the waste dump of the province for processing.

+ Protection of the air environment: The factories in the industrial park must take measures to minimize the possibility of the release of harmful gases into the environment; The industrial park must have a system of trees separated from the standard width to limit the impact of gas in the industrial zone to the surrounding area.

+ Environmental protection of land: It is necessary to ensure that industrial waste water does not flow freely to the land surrounding the industrial park causing environmental pollution.

+ Noise, vibration control: Divide production areas with different noise and vibration and a strip of trees as buffer space; modernize equipment to minimize noise and vibration.

4.3.6. Communication system planning: (planning drawing 10)

- The power source of the control center of the network service providers, the demand for use is calculated in accordance with the development scale of the project.
