Provincial People's Committee Leadership.   Comrade Tran Duy Dong - Chairman of the Provincial People's Committee a) Leading and managing all activities within the functions, duties, and authority of the Provincial People's Committee. b) Directly overseeing and supervising the following areas: - Planning and Investment. - Local defense and military; Security and order. - Organizational structure, staffing, personnel affairs. - Inspection and supervision. - Industrial zones. - Strategy; economic and social development planning. - Allocation of public investment funds and state budget expenditures. - Direction for surveys, research, and public investment projects, as well as domestic and foreign investments; mineral exploration and extraction. - Administrative reform and digital transformation. - Urgent, critical tasks and breakthrough solutions in various areas. - General direction for domestic and foreign affairs; citizen reception; resolution of complaints and denunciations from citizens; inspection; anti-corruption, anti-waste, and anti-negativity practices. c) Providing guidance on principles before meetings and making decisions on investment policies, projects using state budget funds, non-budgetary land-use projects, urban and rural planning, and architecture. d) Monitoring and directing the following departments and units: Provincial Public Security, Provincial Military Command, Department of Planning and Investment, Department of Home Affairs, Provincial Inspectorate, Industrial Zone Management Board; Provincial Investment Promotion and Enterprise Support Center; Provincial Statistics Office; Provincial Retirement Club; and other associations in assigned agencies and areas. - Directly supervising and following up on Vinh Yen City. - Maintaining cooperative relations with Military Region II, Provincial Delegation of National Assembly Deputies, Provincial People's Council Standing Committee, Provincial Party Committee Organization Board, Provincial Party Committee Internal Affairs Board, Provincial Party Committee Inspection Committee; Provincial Agencies' Bloc Party Committee; Provincial Business Bloc Committee. e) Acting as Chairman of the Provincial Emulation and Commendation Council; Chairman of the Provincial Military Service Council; Head of the Provincial Administrative Reform Steering Committee; Head of the Provincial Traffic Safety Committee; Head of the Provincial Digital Transformation Steering Committee; Head of other Steering Committees and Chairman of Councils as assigned by the Central government, law, and Provincial Party Committee. f) Personally reviewing and signing the following documents: - Legal documents and other documents within the authority and responsibility of the Provincial People's Committee and the Chairman, as per designated areas; annual work programs; - Submissions and reports to the National Assembly Standing Committee, Government, and Prime Minister; submissions and reports for the Provincial Party Committee; submissions and reports to the Provincial People's Council in the areas the Chairman oversees.   Comrade Vu Viet Van - Standing Vice Chairman of the Provincial People's Committee Acting as Standing Vice Chairman of the Provincial People's Committee; representing the Chairman in managing the Committee's affairs in the Chairman's absence or as authorized. a) Assisting the Chairman by monitoring and directing the following areas: - Finance, budgeting, auditing, banking, and treasury operations. - Transportation; Traffic order and safety. - Agricultural and rural affairs. - Urban and rural planning and architecture. - Urban construction and development, administrative units upgrade. - Investment projects funded by non-budgetary, budgetary, or public-private partnership sources as assigned, residential and urban areas. - General direction on the implementation of recommendations of the State Audit. b) Assisting the Chairman by directing and expediting inspections, audits, handling complaints and denunciations, and signing inspection conclusions; representing the Provincial People's Committee and the Chairman in administrative legal proceedings within assigned areas. c) Assisting the Chairman by directly overseeing and guiding the following departments, sectors, and units: Provincial People's Committee Office, Department of Finance, Department of Transportation, Department of Agriculture and Rural Development, Department of Construction; Management Board for Transport Infrastructure Construction Investment Projects; Management Board for Agriculture and Rural Development Construction Investment Projects; Management Board for Civil and Industrial Construction Investment Projects; provincially managed single-member limited liability companies and joint-stock companies; Provincial Tax Department, Vinh Phuc Customs Department, State Treasury, State Bank, Bank for Social Policies, Development Bank, commercial banks; Disaster Prevention Fund, Forest Protection and Development Fund; and associations within assigned agencies and areas. - Directly overseeing the localities of Binh Xuyen District and Phuc Yen City. - Assisting the Chairman in maintaining collaborative relations with the Provincial Vietnam Fatherland Front, Provincial Veterans' Association, Provincial Farmers' Union, and Provincial Party Office. d) Acting as Head of the Representative Board of the Bank for Social Policies' Board of Directors; serving as Chairman of Councils and Head of Steering Committees in assigned sectors and areas. e) Undertaking other tasks as assigned or delegated by the Chairman.   Comrade Nguyen Khac Hieu - Vice Chairman of the Provincial People's Committee a) Assisting the Chairman by overseeing and directing the following areas: - Education and training. - Culture, tourism, sports, and physical activities. - Healthcare, population, family and child welfare, food safety. - Vocational training, labor, employment, and social issues. - State management of youth affairs and mass associations (under the Department of Home Affairs). - Crime prevention, social evils control; Promoting public security awareness; Administrative violation handling; Fire prevention and fighting (under the Provincial Public Security). - Provincial national defense education; Militia and self-defense forces; Reserve forces; and Civil air defense (under the Provincial Military Command). - Investment projects funded by non-budgetary sources, state budget, and PPPs within the areas of responsibility. b) Assisting the Chairman in directing, expediting inspections, audits, handling complaints and denunciations; signing inspection conclusions; representing the Provincial People's Committee and the Chairman in administrative litigation within assigned areas. c) Assisting the Chairman in overseeing and directing specific departments, sectors, and units: Department of Education and Training; Department of Culture, Sports and Tourism; Department of Labor, Invalids and Social Affairs; Department of Health; Department of Information and Communications (excluding digital transformation); Provincial Radio and Television Station; provincial colleges; Provincial Construction Investment Management Board; Provincial National Tourist Area Management Board; Provincial Literature and Arts Association; Red Cross; Provincial Journalists' Association; Social Insurance, insurance companies; Postal and telecommunications companies; Young Talent Fund, Health Care Fund for the Poor, Crime Prevention Fund; and associations within assigned agencies and areas. - Directly supervising the districts of Vinh Tuong, Yen Lac, and Tam Dao. - Assisting the Chairman in coordinating with central press agencies, the Provincial Party Propaganda Department, Vinh Phuc Newspaper, Provincial Political School, Provincial Federation of Labor, Provincial Ho Chi Minh Communist Youth Union, and Provincial Officials Health Protection Board. d) Serving as Head of the Steering Committee for Crime Prevention, Social Evils Control, and Public Security Awareness, Head of the Committee for Women's Advancement; Chairman of Councils, Head of Steering Committees within assigned sectors and areas. e) Carrying out other tasks as assigned or delegated by the Chairman.   Comrade Phung Thi Kim Nga - Vice Chairwoman of the Provincial People's Committee a) Assisting the Chairman in overseeing and directing the following areas:  - Justice.  - Natural resources and environment, minerals, clean water, response to climate change.  - Science and technology.  - Foreign affairs and people-to-people diplomacy.  - Industry, industrial clusters, handicrafts, commerce, collective economy, market management.  - Ethnic affairs.  - State secrets protection; human rights (under Provincial Public Security).  - Religious affairs; Administrative boundaries; Archives (under Department of Home Affairs).  - Government mass mobilization.  - Investment projects using non-budgetary sources, state budget capital, and PPPs within assigned areas.  b) Assisting the Chairman in directing and expediting the work of inspection, auditing, addressing complaints and denunciations; signing inspection conclusions; acting as a representative of the Provincial People’s Committee and its Chairman in administrative litigation within assigned areas; Developing mechanisms and policies, state management of land recovery, land allocation, land lease, and land pricing; Site clearance and land fund development; Recognizing land use rights. c) Assisting the Chairman in directing and expediting the consolidation of reports on implementing Resolutions of the Provincial People's Council that remain legally effective; Reporting on responses to electors’ recommendations, addressing post-oversight recommendations, handling recommendations and questions from Provincial People's Council Deputies, Standing Committees, Provincial People’s Council Committees, and the Provincial National Assembly Delegation concerning the Provincial People’s Committee. d) Assisting the Chairman in directly supervising and directing departments, sectors, and units: Department of Justice, Department of Natural Resources and Environment, Department of Science and Technology, Department of Industry and Trade, Department of Foreign Affairs, Ethnic Minority Committee; Management Board of Projects Funded by Foreign Loans; Provincial Land Development Center; Provincial Union of Cooperatives, Provincial Union of Science and Technology Associations, Provincial Union of Friendship Organizations; Provincial People’s Procuracy, Provincial People’s Court, Provincial Civil Judgment Enforcement Department; Development Investment Fund, Credit Guarantee Fund for Small and Medium Enterprises, Land Development Fund, Environmental Protection Fund, Science and Technology Fund, Cooperative Development Support Fund, Farmer Support Fund; Vinh Phuc Power Company; Market Management Department; and associations within assigned agencies and areas.  - Directly supervising and monitoring Tam Duong, Lap Thach, and Song Lo districts.  - Assisting the Chairman in coordinating work relations with the Provincial Party Committee’s Mass Mobilization Board, Provincial Women’s Union. d) Serving as Chairwoman of the Provincial Science and Technology Council; Head of the Provincial Civil Judgment Enforcement Steering Committee; Chairwoman of the Provincial Council for Coordination of Legal Education and Dissemination; Chairwoman of Councils and Head of Steering Committees within assigned sectors and areas. e) Serving as Head of the Provincial Steering Committee for Combating Smuggling, Trade Fraud, and Counterfeiting;
