Vinh Phuc province was formed in 1950 by the merger of two provinces: Vinh Yen and Phuc Yen. In 1968, the province merged with Phu Tho province to form Vinh Phu province. From January 1, 1997, Vinh Phuc province was re-established. In accordance with the Party and State's objective of increasing the administrative boundaries of Hanoi's capital, Me Linh district of Vinh Phuc province joined with Hanoi city on August 1, 2008.
The current natural area of Vinh Phuc is 1,235.87 km2 (according to the 2018 statistical yearbook), the North borders Tuyen Quang and Thai Nguyen provinces, the West borders Phu Tho province, the South borders Hanoi capital, the East borders on two districts Soc Son and Dong Anh, Hanoi. The population of the province is 1,171,232 people (according to the statistical yearbook 2020). Vinh Phuc has 41 ethnic groups, in which mainly ethnic groups are: Kinh, San Diu, Nung, Dao, Cao Lan, Muong. The average economic growth in the period 1997 - 2021 is 13.42%/year; the quality of growth was improved, and labor productivity reached 212 million VND/worker/year, an increase of 20.5 times compared to 1997 (10.3 million VND/worker). The economy is expanding rapidly; by 2021, it will be worth 136.2 trillion VND, which is 69.6 times more than it was in 1997. (1997: 1.96 trillion VND).

The economic structure is actively changing toward modernization and industrialization. The industry and construction sector achieved a fairly high growth rate, playing the leading role and driving force for economic development and kept the main proportion in the province's GRDP structure (in 2021, accounting for 63.74%; services accounted for 28.43%; agriculture, forestry, and fishery accounted for 7.83%).
GRDP per capita has continuously increased over the years. In 2020, the GRDP reached 105.5 million VND/person, ranking 5th out of 11 provinces in the Red River Delta and 10th out of 63 provinces/cities in the country; in 2021, it reaches 114.3 million VND/person (about 4,800 USD), 52.5 times greater than in 1997 (2.18 million VND/person).
State budget revenue was high, constantly exceeding the established target, with numerous key milestones, and was always among the top provinces in the country in terms of budget revenue. In 1997, the budget revenue was just over 100 billion VND, in 2002 it exceeded 1,000 billion VND. Since 2004, Vinh Phuc has been able to balance budget expenditures and contributions to the central budget; in 2009 it exceeded 10,000 billion, in 2014 it exceeded 20,000 billion, and in 2016 it exceeded 30,000 billion. In particular, in 2019 it reached over VND 35,000 billion, which is the province with the 8th largest budget revenue in the country and the 4th in the Northern key economic region; In 2020 and 2021, despite the impact of the Covid-19 pandemic, the province's total budget revenue still reached over VND 32,000 billion (of which domestic revenue reached nearly VND 28 trillion), 282 times higher than the revenue 1997. The increased budget revenue has created conditions to increase investment resources for socio-economic infrastructure and implement social policies.

For many consecutive years, the province has become the "bright spot" of the country in attracting investment. As of 2021, the province has 429 FDI projects with a total registered investment capital of 7.1 billion USD from 20 countries and territories investing in the province, including developed countries such as the US, Japan, European countries and 824 DDI projects with a total investment capital of nearly 110 trillion VND. From having no industrial parks when it was first re-established, the province today boasts 19 planned industrial parks, 14 of which have been issued investment certificates (with 08 industrial parks in operation).

The field of Education - Training is always evaluated as one of the provinces and cities with the best education quality in the country. The network of schools and classes at all levels is well planned and invested. By 2019, 100% of public schools have reached national standards. Vinh Phuc is the 5th province in the whole country to be recognized as having achieved the standard of 5-year-old kindergarten universalization in 2013 and level 2 primary education in 2014. The general education indicators of the whole province have exceeded the criteria of the Ministry of Education and Training. The number and quality of national excellent students is stable at a high level compared to other provinces and cities. From 1998 to now, the province has 1,405 excellent students at the national level; 33 medals at regional and international level, including 3 gold medals, 7 silver medals, 15 bronze medals in Mathematics, Physics, Biology, etc ...

Medical facilities have been strengthened and upgraded at all levels; The province has invested in a 1,000-bed Provincial General Hospital, 500-bed Obstetrics and Pediatrics Hospital, district-level hospitals and medical centers; 100% of commune, ward and township health stations meet standards. There are no poor households in the province that are subject to the policy of people with meritorious services. 100% of communes meet the criteria of poverty rate in new rural construction. The rate of poor households by 2021 will decrease to 0.44%; the rate of the population participating in health insurance reached 93%; 100% of children under 6 years old are provided with free health insurance. 100% of communes in the area are covered with electricity from the national grid, 100% of households have access to the electricity grid; fiber optic cable has covered 100% of the villages.
