According to Decision No. 3283/QĐ-UBND dated on 09/11/2007 of the provincial People's Committee approving the detailed plan of Ba Thien industrial zone, Binh Xuyen district with the scale of 1/2000 consists of the following contents:

I/ Name of project: Detailed plan of Ba Thien industrial zone, Binh Xuyen district, scale of 1/2000.

III / Location and scope of planning research:

1 / Location:

Located in Ba Hien Commune and Thien Ke Commune, Binh Xuyen District, Vinh Phuc Province. The geographical location is as follows:

+ In the north it borders on 310 provincial road

+ In the east, it is bounded by planning road from 310 provincial road  to 2A national road.

+ To the west, near the residental area of Quang Khai, Quang Thien, Ao Trach, Thien Ke commune

+ The South borders agricultural land and residential area of ​​Ba Hien commune.

2 / Planning research scope: 326.92 ha.

1 / Profile:

Comply with the guidance of the Government's Decree No. 08/2005 / ND-CP of January 24, 2005, on construction planning and Circular No. 15/2005 / TT-BXD of August 19, 2005, of the Ministry of Construction on the formulation, appraisal and approval of construction plannings.

2 / Characteristics:

Ba Thien industrial park is a multi-sector industrial park, which does not pollute the environment including high technology, electronics, information technology, precision engineering and light industry.

- The requirements on construction density in industrial land areas shall not exceed 60%; the remaining area shall be used for the construction of internal roads, greenery and lawns (according to the written agreement of the Ministry. Construction No. 1134 / BXD-KTQH dated on 22/6/2006).

3.2 / Planning space organization:

- The spearhead of the industrial zone in the north-south direction, from the 310 provincial road running along the May river bank and connecting other roads across the river with two concrete bridges, creating a beautiful landscape axis for the industrial park, with parks, squares and gardens. The grass stretches along the river.

- Management area is divided into 02 zones: the central administrative center for the whole area in the north, located next to the main entrance of the industrial zone, the second is located near Gieng Hin Lake - the location has outstanding landscape of the IP.

- Production research areas, supporting public enterprises for hi-tech industry located on the right bank, where land is favorable, beautiful landscapes separated from outside roads.

- The roads in the industrial zone are arranged coherently, all land plots have access to the technical infrastructure system. Arrange 02 types of parking lots in the industrial park: the first one is the parking lot, the second one is the bicycle parking, the motorbike will be located along the fence outside the factories.

- The industrial zone is secured with the surrounding area by a 10m wide green strip of trees; The wastewater treatment plant is located at the southeast, at the end of the wind direction and isolated by the green system.

4 / Planning of the technical infrastructure system:

4.1 / Planning of the traffic system, red-line boundaries, construction boundaries:

a. Traffic Network:

Area roads such as 310 provincial road, the industrial road of Binh Xuyen - Ba Hien IP has a cross section of 36m.

Internal roads of the industrial zone:

- Main traffic axis: section A-A, width 40.0m (14,25x2 + 3,0 + 4,25x2).

- Internal traffic:

+ Section B-B, width 25.0 m (2.0 + 21.0 + 2.0).

+ C-C section, width of 12.0 m (2.0 + 9.0 + 2.0).

b. Static traffic:

Arrange 02 types of parking lots in the industrial park: the first one is the parking lot, the second one is the bicycle parking, the motorbike will be located along the fence outside the factories.

c. Works on the route:

Construction of two reinforced concrete bridges across the May River connecting the roads in the industrial zone.

d. Red line:

Depending on the scale of cross sections of each route, the red line is specific as follows:

+ Section A-A, red line 57m (8.5 + 50 + 8.5)

+ Section B-B, red line 42m (8.5 +25 + 8.5)

+ C-C section, red line 24m (6.0 + 12 + 6.0)

The red line is calculated from the edge of each side of the road, and the boundary of the industrial land is identical.

e. Construction boundaries:

Construction boundaries are calculated from the red line boundaries in the land. Depending on the nature and location of construction works, construction boundaries shall be adjusted to suit them but not smaller than 5m. Before drawing up the project design file, the investor must apply for the planning certificate in order to have specific specifications on the boundaries of the construction work in the site, the technical connection points and the specific requirements on architecture works.

4.2 / Planning on preparation of grounding and surface water drainage techniques:

* Ground leveling solution:

- Depending on the natural terrain, main drainage direction of the area from the North to the South is in the direction of drainage of self-flowing water.

- Control the leveling of the ground at the intersections, using the design contour approach. Ground leveling for each plot of land is limited by traffic routes.

- The area along the May river should be reinforced the river bank, stabilized against landslides with stone embankments, and measures to prevent floods in the rainy season.

- The proposed elevation of the planning from cos +17.3 to +11.0 m.

* Surface water solution:

- Rainwater drainage system is built separately from drainage system.

- Main drainage direction from north to south, local direction from the east and west towards the river.

- The drainage network used for construction of ditches and reinforced concrete culverts is B600x600-B1500x1500.

4.3 / Planning of the water supply system:

- Water supply for Ba Thien Industrial Park is determined from 02 sources.

+ Stage 1: From Xuan Hoa water supply system with DN200 pipe with flow Q = 1000m3 / day running along 310 provincial road from Dai Lai to IP station.

+ Stage 2: Take from Dao Duc area through Binh Xuyen industrial zone with the flow Q = 30.000 m3 / day to the water supply station of Ba Thien industrial zone.

- Water use standards according to current regulations.

- The water supply network is organized in accordance with circuit diagrams, pipelines installed on pavements, materials used by pipes of HDPE , PVCP.

- Require investors and consultancy agency to calculate the suitable diameter of pipes.

- Fire fighting network: The fire hydrants are located on the main pipeline, ensuring compliance and are located on the pavement. The minimum depth of buried pipe is 0.3 m; at crossing positions at least 0.7m.

4.4 / Planning of the dirty water drainage system, environmental sanitation:

- Calculation criteria according to current regulations

- Drainage system in the planned area is constructed with separate drainage system, with circular culvert with diameter D = (300-900) mm.

- The whole system of wastewater for daily-life and production in works and plants must be preliminarily treated and then collected into the separate treatment area in the industrial zone with a capacity of 40 ... 500m3/day, wastewater after treatment up to technical standards according to current regulations shall be discharged into the environment.

- Requirements in the waste water treatment area must build ecological lakes, increase the green system isolation, ensure not polluting the water environment, gas environment affecting the surrounding areas.

- Industrial exhaust gases are processed in each factory; Each plant in the IZ must have an environmental impact assessment to verify before granting investment license. There is a monitoring station for environmental management, timely detecting environmental incidents to handle.

- Waste is collected daily in the landfill area, then classified and brought to the general waste treatment area.

4.5 / Planning of the power supply, lighting, communication system:

* Lighting power supply:

- The power source is taken from the 110KV substation of Ba Thien area, the medium voltage cable in the district area using underground cable, the location of the connection point will be provided by Vinh Phuc Electricity.

- Norms of calculation comply with the current Vietnamese construction standards.

- Electricity supply plan: The whole planning area is planned to be arranged with 03 transformer stations with designed capacity of 2x40-2x63 MVA110 / 35 / 22KV; The location of the stations will be arranged in blocks B2, B3, B5; The transformer station, low pressure in each plant will be invested by the owner of the order and be powered from circuit cabinets placed close to the fence of the plant.

- The internal lighting system of the IZ is taken from the lower stations of the technical zone by underground cables; Using 220V-250W high pressure white light bulb as the light source, mounted on the system of 10 m high steel mast, public works and gardens using garden lights and other decorative lights.

* Communications:

- The power source under the control center of the Vinh Phuc Province Post Office, the demand for use is calculated to meet the requirements of long-term development.

- The position of cable cabinets and cable routing is shown in the planning file.

- Form of investment in synchrony with other technical infrastructure systems.
