1. Project name: Detailed planning of Ba Thien II Industrial Park, 1/500 scale;

2. Investor: VINA - CPK Company Limited;

3. Contents of the planning:

3.1. Components of dossiers: According to the provisions of the Government's Decree No. 08/2005 / ND-CP on January 24, 2005, on construction planning and Circular No. 07/2008 / TT-BXD of April 7, 2008, of the Ministry of Construction guiding the elaboration, appraisal, approval and management of construction plannings;

3.2. Place of implementation:

Ba Thien II industrial zone is located in Binh Xuyen industrial development center, Vinh Phuc province, in three communes: Ba Hien, Trung My and Thien Ke, Binh Xuyen district. Geographic location is defined as follows:

- East: adjacent to the planning road 36m, connecting from the junction of Binh Xuyen Industrial Zone and Provincial Road 310 to Thanh Lanh;

- West: adjacent to the fields: Che Bien; Ma Dao; Cac Cu; Vinh Xuan;

- South: the provincial road 310;

- North: border with theresidential route to Trung Mau hamlet (planned extension of 35m).

3.3. Characteristic and scale:

Characteristic: The main characteristic is thatthe industrial park produces hi-tech products, the production forms applying advanced technology; especially non-toxic, not polluting the environment. Concentrate on developing the advantageous branches, having the trade marks and leading positions in the leading countries;

* Scale: The total planning area of ​​1/500 scale is: 308.83 ha;

3.4. Land use planning and architecture:

3.4.1. Land use planning:

Adjust land for construction of clean water tank pump station (B1 in the master plan 1/2000) into land for construction of water treatment and supply station.

3.4.2. Planning of splitting:

 - Central management - Executive Service - Service: Arranged in 04 lots from CC1 to CC3 and DVCC, with a total area of 12.94ha (area of each plot from 1.02ha to 4.55ha);

- Land for industrial factories: Arranged in 34 lots from Lot I1 to the total I 34 with the total area of land from 1.21ha to 15.24ha. In 34 blocks arranged in 02 lots (Lot I1 and I2) is the factory, high-tech products (16,67ha). Other lots are arranged to build multi-industrial factories (190.73 ha)

- Land for infrastructure: Arranged in 05 lots, from B1 Block to B5 Bay, the total area is 7.1ha, each lot is from 0.17ha to 2.62ha;

 - Green land, water surface: Includes rivers, lakes, parking lots, greenery is in 45.86ha. This area is not including street trees, isloated tree. Green trees, park, service along May river has 13.87 ha with 4 lots (G2, G4, G5 and G6), each lot is 0.92 ha to 6.46 ha.

- Traffic land: includes internal and external traffic road, square land, parking area... with the total area of 33.46 ha.

3.4.3. Landscape architecture:

- Architectural space and landscape: Take advantage of Qua Bong hill and wter surface of May river to create a space for the IP. The public service works, trees, promenades along the banks of the River to create space for relaxation. The Hill is a good elevation for water supply, designed to be built in the symbolic style of the industrial park with low floor in the foothill: Only 01 storey, the density of construction is not more than 30%, with the purpose of use is a place where soft drinks, interlaced is the stop;

- The public works, offices, high-rise buildings ... of the operating area, in the south of the industrial park contiguous to the external traffic, on both sides of the main gate into the Industrial Park to create traffic points for the project area. The CC1 public area is located on the east side of the main entrance for the administration of offices, taxation offices, customs offices, banks, financial support facilities, parking lots and yards. Construction density is 35%, floors are from 05-15. Public area CC2, CC3 will be arranged for the following works: Post office, bus station, convention center, exhibition of research results, production of products, training centers, hotels, supermarkets, intellectual property, marketing investment consultancy ... Construction density is 35%, maximum floor is 15;

- The works of manufacturing factories are oriented in two main areas: The area along the provincial road 310, the main road RD62-01 and the internal traffic axis, with simple architectural work, modern, industrial color. High-tech production plants (Lot I1 and I2) have a construction density of no more than 50%, the number of floors shall not exceed 10. Land for construction of various industries (from Lot I3 - I12), depending on each type of enterprise, but the construction density shall not exceed 70% and the maximum height shall be 03 floors;

- The service works on both sides of the river, the construction density shall not exceed 20%, the number of floors shall not exceed 02;

- The percentage of planted area factories is not less than 20% of the land area;

3.5. Technical infrastructure planning:

3.5.1. Traffic system planning:

* Outbound traffic:

Provincial road 310 (Dai Lai - Dao Tu) runs through the south of the planned land, cross section 36m (Bm = 2 x 11.25m, sidewalks B = 2 x 6m, 2m wide separator). The road connecting National Highway 2A through Binh Xuyen Industrial Park with provincial road 312B has the cross section of 36m. Route 302B (Thanh Lanh - Dai Lai – Trung My - Huong Canh) will upgrade with a cross section of 7m, in which the width of the road is 5.5m. The road to Ba Thien industrial park was studied and designed in the project with the width of the design road is 36m (Bm = 2x10.5m, sidewalk = 2x6m, strip divider = 3m);

* Transportation in the Industrial Park:

- The RD62-01 and RD62-02 roads have cross section A-A: Building line 62m, road surface 11mx2 = 22m, sidewalk 12mx2 = 24m (walking 2x1.5m = 3m), separator 16m. This route is connected from 310 road between the Industrial Park and expanded to the East and West of the Industrial Park.

- Other internal routes include:

Roads: RD 33.5-01, RD33.5-02, RD33.5-03, RD33.5-04, have the cross section B-B: The building line is 33.5m, the road surface is 8.75mx2 = 17.5m, the pavement 8mx2 = 16m (walk 1.5mx2 = 3m). Particularly, RD33.5-04 will have a 40m bridge over May river (Bridge section: 19m = 2m + 7.5mx2 + 2m).

+ RD23.5-01 and RD23.5-02 routes, section C-C: building line 23,5m, road surface 3,75mx2=7,5m,  pavement, sidewalk 8mx2 = 16m (walk 1,5mx2 = 3m)

* Red line:

Dimensional compliance has been identified in Drawings planning 05- Construction Boundary Profile. For 62m cross-sections, the red line is 7m from the edge of the road. For the roads with the cross-section of 33.5 m and 23.5 m, the red line boundary is 5 m from the road edge;

* Construction boundaries:

For all road construction lines are only 5 meters from the red line;

3.5.2. Planning for leveling, surface water drainage:

* Ground leveling solution:

- Based on the natural terrain, the main drainage direction of the area from the middle of the land sloping to the west, mainly sloping towards the river toward self drainage;

- Organize independent ground leveling for each functional area;

- The height of the leveling control is determined at the intersections;

- Build a system of digging and digging the canal in combination with green trees, grass cover to ensure safety, environmental sanitation and landscaping for the project;

* Surface water solution:- Rainwater drainage system is built separately with wastewater drainage system in the form of self-flowing; Structure of rainwater drainage system is constructed by reinforced concrete slab with B = 600-1200 under the pavement, 3m from the edge of the pavement (4.5m to the edge of the canal edge); drainage ditches without concrete slab have B = 800-1200 are located adjacent to the fence of the Industrial Park; the drainage of reinforced concrete drainage pipes have B = 1200x800 - 2000x1500; On the network of wells, the wells' distance is ensured according to the current designing rules;

- Direction of drainage is divided into two basins:

+ Basin 1: The eastern part of the land (about 200ha) drains the May River;

+ Basin 2: The western part of the land area (about 104.83 ha) is drained into the reservoir of the Industrial Zone and discharged into the water drainage direction;

3.5.3. Planning of water supply system:

- Water sources: Be taken from Thanh Lanh plant with a flow of Q = 20,000 m3 / day, by pipeline running along provincial road 302B to the clean water treatment station of Ba Thien II industrial park; Capacity Station Q = 20,000 m3 / day. However, the capacity of exploiting Thanh Lanh Lake in the immediate time is only 10,000m3 / day, so investors have to buy more water from other enterprises to get enough water for the industrial zone (not exploited underground water on the spot)

- Water consumption standards: To be determined according to the standards of the current Construction regulations;

- Water supply network: A common water supply network for production, daily life and fire fighting is designed around a closed loop network. The water supply pipe is located under the pavement with a depth of 0.7m - 1.5m. Materials used by ductile cast iron pipes for the line diameter þ100- þ600mm. The water supply network in each land area is dead end and the HDPE pipes are connected to the bowl for pipes Ø150 to Ø32;

3.5.4. Planning of wastewater and sanitation systems:

- Norms of calculation comply with the current Vietnamese standards;

- The waste water drainage system in the planned area is constructed as a separate water drainage system; daily-life wastewater is pre-treated through septic tanks and collected into the common drainage system; the wastewater should be pre-treated to the standard C allowed to be discharged to the common sewage system. Waste water is collected to the treatment station located in the southeast, capacity of waste water treatment station Q1 = 12,820m3 / day (1 station). The pipeline for collecting industrial wastewater of the industrial zone has a diameter of D = 300-600, the wastewater collection line of the factories in the Industrial Park with UPVC pipe diameter D = 200-100. Wastewater after treatment meets Class A standard is discharged into the May River;

- Environmental sanitation: The waste is collected daily into the technical infrastructure, then classified and brought to the central processing point of ​​the area.

3.5.5. Planning of electricity supply system, communication:

* Power supply:

- Power source: from 110 KV line to Huong Canh via Ba Thien I industrial zone;

- The location will be provided by Vinh Phuc Electricity;

- Norms of calculation: To be applied according to the current Vietnamese standards;

- Power supply plan: The whole planning area is planned to build 01 intermediate transformer station with capacity of 110 / 22KV substation (2x63 MVA) and 08 transformer station of 110 / 0.4KV with the capacity of 560-750KVA (power supply for these stations is taken from Station 110 / 22KV). The 110kV power supply line for intermediate stations is designed with the 110kV 3x AC120 overhead line;

- At present, 35KV power lines will be supplied to neighboring residential areas, which will be underground downstream in the new cable trays along RD62-01 of the Industrial Park.

- Medium voltage electrical grid 22KV Industrial zone is designed closed circuit, open operation and use 24KV Cu / XLPE / SWA / PVC underground cable 3x1cx300mm. The whole grid of transformer stations allocated to the consuming units is underground in the ditch system of cables placed under the sidewalks;

- Road lighting system and CTCC using RAINBOW light source, WhiteSon 220V-250W bulb, IP-66 light box, cable with 0.6kV cable Cu-XLPE / SWA / PVC 4cx25mm waterproof buried underground. Lamp column with octagonal tapered coil need single and double sideways on both sides of the sidewalk, column height of 10m, lighting wire using underground cable buried under the sidewalk 0.9m deep. Illumination mode: is the automatic shutdown mode according to the set time;

* Communications:

- Power supply: under the control center of the post office of Vinh Phuc province, the demand for use is calculated to meet the immediate as well as long-term requirements;

- Communication lines: Use cable information cable in the cable conduit;

- The position and direction of the route according to the common technical system shall be located on the pavement along the traffic axis;

- Form of investment: To be built in synchrony with other technical infrastructure systems;
