1. Agricultural, forestry and fishery production
1.1. Agricultural production
a. Cultivation
As of mid-August 2023, the planting of crops in localities was basically completed, with the acreage estimated at 31,634 ha, reaching 98.86% of the plan, down 1.89% (-609.6 ha) over the same period last year. The acreage for the 2023 crop decreased in most major crops; particularly, the rice acreage decreased by 0.86%; corn acreage decreased by 4.83%; sweet potato acreage decreased by 14.01%; peanut acreage decreased by 2.19%; acreage for vegetables of all kinds decreased by 6.86%. Rice continued to maintain its role as the main crop of the province with an estimated acreage of 23,532 hectares, accounting for nearly 75% of the total annual crop acreage. Currently, rice plants are in the stage of panicle initiation and heading with stable growth and development. During the month, there were pests and harmful organisms to plants scattered in some localities; however, the authorities and the farmers have detected promptly and taken effective measures, so the process of growth and development of crops has not been affected.
b. Livestock
In August 2023, the inspection and supervision of livestock and poultry diseases were carried out strictly; currently no infectious disease outbreaks have been detected in the province. Livestock production has remained stable with pig farming improving as pork prices become more stable, bringing profits to farmers. The output of pork was estimated at 11,155 tons, up 3.98% over the same period last year. In general, in the first eight months of the year, the total meat output was estimated at 88,655 tons, up 2.87%; the beef and buffalo meat output continued the downward trend due to low economic efficiency, estimated at 4,508 tons, down 3.46%; the pork output was estimated at 56,882 tons, up 3.09%; the poultry meat output was estimated at 27,265 tons, up 3.54%; the fresh cow milk output was estimated at 39,750 tons, up 7.14%; the number of poultry eggs were estimated at 486.4 million, up 10.18% over the same period last year.
1.2. Forestry production
In August 2023, the area of newly concentrated planted forests was estimated at 53.5 hectares, down 3.6% over the same period; the timber output reached 4,180 m3, up 0.29%; the firewood output was estimated at 4,089 Ste, up 1.59%; the total number of scattered forest trees reached 75.3 thousand. Wildfire protection and prevention are generally well implemented. During the month, there were no wildfires in the province.
In general, in eight months, the area of newly concentrated planted forests was estimated at 614.4 hectares, up 1.59% over the same period last year; the timber output was estimated at 30,259 m3, up 3.18%; the firewood output was estimated at 32,580 Ste, down 0.47%; the total number of scattered forest trees reached 639.9 thousand, up 6.65% over the same period last year.
1.3. Fishery production
In August 2023, the total fisheries output was estimated at 2,435.4 tons, up 3.73% over the same period last year. In particular, the domestic exploitation output was estimated at 222.4 tons, up 2.74%; the aquaculture output was estimated at 2,213 tons, up 3.83%. In the first eight months of the year, the total aquaculture output was estimated at 15,773.3 tons, up 3.55%; particularly, the domestic exploitation output was estimated at 1,212.7 tons, up 0.94%; the aquaculture output was estimated at 14,560.6 tons, up 3.78%; the breeding output was estimated at 2,786.3 million, up 1.45% over the same period last year.
2. Industrial Production
The production index of the whole industry was estimated to increase 5.29% month-on-month and 0.09% year-on-year. Over the same period, the production index of the mining industry increased by 0.76%; the processing and manufacturing industry increased by 0.01%; the electricity production and distribution industry decreased by 2.41%; the water supply and waste and wastewater management and treatment industry increased by 14.51%. According to the secondary economic sector, during the month, there were 14/25 sectors witnessing a decrease in production index in the month, of which the deepest decrease was seen in the production of products from other non-metallic minerals, down 44.20%, due to the heavy rainy weather in the month, affecting the construction progress of works and projects, and people limiting the start of new construction/repair of houses and works, affecting the production and consumption of the sector.
Overall, during the first eight months of the year, it was estimated that the IIP of the whole industry of Vinh Phuc decreased by 2.17% compared to the same period last year. Some industries maintained stable production activities and saw an increase in IIP over the same period last year: Printing and copying of all kinds increased by 10.53%; production of products from prefabricated metals, except machinery and equipment increased by 15.24%; production of electronic, computer and optical products increased by 8.96%; production of electrical equipment increased by 11.59%; production of unclassified machinery and equipment increased by 39.94%; repair, maintenance and installation of machinery and equipment increased by 30.04%. On the other hand, some industries had their IIP decreased over the same period due to difficulties in the consumption market, reduced production scale. Particularly, textile industry decreased by 17.69%; production of leather and related products decreased by 17.74%; wood processing and production of products from wood, bamboo, cork (except beds, cabinets, tables, chairs) and production of products from thatch and braided materials decreased by 16.28%; production of products from rubber and plastics decreased by 22.94%; production of products from other non-metallic minerals decreased by 28.12%; production of motor vehicles decreased by 34.25%; production of other means of transport decreased by 12.30%.
Production output of some products: In August 2023, in addition to the increase in revenue of electronic components compared to the same period last year, the remaining main products decreased, among which the biggest decrease was seen in ceramic tile products with a decrease of 44.20%. In general, in the first eight months of the year, the output of castle feed, sports shoes, tiles, cars of all kinds and motorcycles decreased over the same period last year, except for the revenue of electronic components which increased.
The employment index of industrial enterprises in August 2023 increased by 1.99% over the previous month and by 1.84% over the same period last year. Divided by type of enterprise: The labor use index of State enterprises decreased by 2.31%, non-State enterprises increased by 2.13% and foreign-invested enterprises increased by 1.85% over the same period.
The consumption index of the entire processing and manufacturing industry in August 2023 was estimated to decrease by 0.04% compared to the previous month and increase by 0.46% over the same period last year. Compared to the previous month, 10 secondary industries experienced an increase in consumption index, with outstanding increase seen in the following: Textile industry increased by 4.52%; rubber and plastic products production increased by 13.69%; electrical equipment production increased by 9.75%; Motor vehicle production increased by 5.70%. The remaining 08 sectors decreased in consumption index, among which the largest decrease was seen in production of leather and related products, and manufacture of machinery and equipment n.e.c, with a decrease of 16.37% and 29.83%, respectively.
The inventory index of the entire processing and manufacturing industry: In August 2023, the inventory index of the whole processing and manufacturing industry decreased by 8.33% compared to the previous month and increased by 16.46% over the same period last year. Compared to the previous month, there were 06 industries with a decrease in inventory index, some industries with a significant decrease in inventory index are: the manufacturing industry of motor vehicles decreased by 45.20%; wood processing and production of products from wood, bamboo, cork (except for beds, cabinets, tables, chairs); production of products from straw, straw and braided materials decreased by 18.99%; the manufacturing industry of drugs, pharmaceutical chemicals and pharmaceutical materials decreased by 18.14%.
3. Investment and business development
3.1. Investment capital realized from the State budget
In August 2023, the total investment capital realized from the State budget managed by the locality was expected VND 939.21 billion, an increase of 7.36% compared to the previous month, and an increase of 27.99% compared to the same month last year, equaling 8.69% of the assigned plan. The three sectors all saw an equal increase. Particularly, province-level state budget capital reached VND 549.1 billion, up 8.61%, district-level budget capital reached VND 280.88 billion, up 4.28%; commune-level budget capital reached VND 109.23 billion, up 9.36% over the previous month. In conclusion, in the first two months of the third quarter, the total investment capital from the State budget was estimated to reach 16.79% of the assigned capital, showing the drastic direction of provincial leaders, the determination of departments, branches and localities to accelerate the implementation of projects/works, especially from the third quarter of 2023, in order to increase the demand of the economy, spread to other economic areas, and create a clear and positive momentum for the last six months of 2023.
In general, in the first eight months of the year, the investment capital of the State budget capital managed by the locality was estimated at VND 4,868.12 billion, an increase of 19.57%; the plan completion rate was much higher to the same period of the year with 45.06% of the assigned plan (the same period in 2022 only reached 41.72% of the plan).
The highest percentage of investment capital from the State budget was works and projects with foreign investment (ODA) with VND 194.67 billion, completing 49.16% of the assigned plan. Province-level state budget capital was estimated at VND 2,379.9 billion, up 9.17%, district-level budget capital reached VND 1,939 billion, up 21.97%, commune-level budget capital reached VND 549.21 billion, up 82.15% over the same period last year.
3.2. Attracting direct investment
According to the data of the Department of Planning and Investment of Vinh Phuc province, by August 15, 2023, the whole province has attracted 18 DDI projects (09 new projects, 09 capital adjustment projects) with a total registered capital of VND 12.21 trillion, up 24.64%, in which a sharp increase of VND 8.47 trillion was seen in capital adjustment projects, up 461.79% over the same period last year, mainly in the service industry with VND 6.53 trillion of registered capital, accounting for 53.74%; VND 5.68 trillion in the industry, accounting for 46.26% of the total registered capital.
There were 51 projects attracting foreign direct investment (FDI) (20 new projects and 31 capital adjustment projects) with a total registered capital of USD 468.27 million, up 67.06% over the same period last year. The processing and manufacturing industry continues to be a key industry in attracting FDI with 49/51 projects. Japan and South Korea have always been strategic, reliable and long-term investors in the province's economic development orientation; specifically: Japan invested USD 101.68 million (for 06 projects), accounting for 21.71%; South Korea invested USD 90.19 million (for 23 projects), accounting for 19.26% of the total registered FDI capital.
3.3. Enterprise registration status
As of August 15, 2023, there were 1,007 newly registered enterprises in the whole province with a total registered capital of VND 8,090 billion, expected to create jobs for 6,475 employees. The number of enterprises increased 12.14% and the number of employees increased 25.87%, while the registered capital decreased 29.71% over the same period last year.
Some industries experienced an increase in the number of enterprises over the same period. Particularly, the arts, entertainment and entertainment industry increased by 150%; the education sector increased by 100%; the warehousing industry increased by 59.46%, etc. In terms of structure, the newly established enterprises were mainly in wholesale and retail, repair of automobiles, motorcycles and other motor vehicles with 342 enterprises, accounting for 33.96%, up 14.38%; 184 enterprises in the manufacturing and processing industry, accounting for 18.27%, up 6.98%; 165 enterprises in the construction industry, accounting for 16.39%, up 25% over the same period last year; etc.
The number of re-operated enterprises was 273 enterprises, down 13.06% over the same period last year, bringing the total number of newly established enterprises and re-operated enterprises to 1,280 enterprises (on average, every month there are 160 enterprises which are newly established and re-operated).
The number of businesses withdrawing from the market continues to increase. The number of enterprises suspending business for a definite period, temporarily ceased and awaited dissolution procedures in the period was 704 enterprises, up 36.43% over the same period last year, including: 614 enterprises suspending business for a definite period, up 32.04%; 90 enterprises completed dissolution procedures, up 76.47% over the same period last year. On average, every month there are 88 businesses withdrawing from the market.
4. Trade and services
4.1. Retail sales of consumer goods and services
In August 2023, the total retail sales of goods, accommodation, catering, travel and tourism, and consumer services revenue was estimated at VND 6,760 billion, an increase of 0.42% compared to July 2023 and an increase of 16.27% compared to August 2022.
Retail sales of goods were estimated at VND 5,748.3 billion, accounting for 85.03% of the total, up 0.35% compared to July and up 14.59% over the same period last year. Revenue of some sectors in August increased slightly, at 2 digits, compared to the same period last year: Garments were estimated at VND 297.7 billion, up 39.74%; vehicles, except cars (including spare parts) was estimated at VND 308.2 billion, up 31.32%; other fuels (except petroleum) were estimated at VND 63.4 billion, up 30.50%; petroleum of all kinds was estimated at VND 660.5 billion, up 28.70%; household utensils, tools and equipment were estimated at VND 486.2 billion, up 27.87%; items, culture and education were estimated at VND 45 billion, up 21.86%.
The revenue from accommodation, catering, and travel and tourism services in August was estimated at VND 620.1 billion, accounting for 9.17% of the total, up 0.68% compared to July and up 34.64% over the same period last year. In particular, the revenue from accommodation services was estimated at VND 89.5 billion, up 18.61%; the revenue from catering services was estimated at VND 489.6 billion, up 35.03%; the revenue from travel and tourism activities was estimated at VND 41 billion, up 82.07% over the same period last year.
The revenue from other consumer service industries in August was estimated at VND 391.6 billion, accounting for nearly 5.80% of the total, up 1.01% compared to July and up 16.24% over the same period.
In general, in the first eight months of 2023, the total retail sales of goods, accommodation, catering, travel and tourism, and consumer service revenue was estimated at VND 53,079 billion, up 23.72% over the same period last year. In particular, retail sales of goods were estimated at VND 45,223.4 billion, accounting for 85.20% of the total, up 20.44%; the revenue of accommodation, catering and travel and tourism services was estimated at VND 4,775.3 billion, accounting for 9% of the total, up 65.36%; the revenue of other consumer services was estimated at VND 3,080.4 billion, accounting for 5.80% of the total, up 24.85%.
4.2. Passenger and freight transportation
In August, transportation activities in the province maintained their stability, fully meeting the needs of transporting passengers and goods for production and business. Industry-wide revenue was estimated at VND 531.21 billion, up 3.17% over the previous month and up 21.50% over the same period last year. In general, in the first 8 months of the year, transportation revenue was estimated at VND 3,869.5 billion, up 17.21% over the same period last year. Specific results are as follows:
Passenger transport: Passenger transport revenue was estimated at VND 88.85 billion, up 1.95% over the previous month and up 6.46% over the same period last year with over 1.93 million passengers transported, an increase of 5.71% and 122.3 million people.km turnover increased by 21.86% over the same period last year. In the first 8 months of the year, passenger transport reached nearly 15.2 million passengers, a growth of 21.2% and 913.7 million people.km turnover, an increase of 21.0% over the same period last year.
Freight transport: Freight transport revenue was estimated at VND 408.4 billion, up 2.93% over the previous month and up 25.09% over the same period last year, reaching 5.0 million tons of goods transported, a rise of 48.23% and 356.8 million ton.km of goods turnover increased by 45.9% over the same period last year. In the first 8 months of the year, freight transport reached nearly 35.5 million tons of goods transported, a growth of 31.57%; The turnover was estimated at 2,538 million ton.km, up 40.19% over the same period last year.
4.3. Price index
In August 2023, CPI rose by 0.44% compared to the previous month, marking the third consecutive month recording an increase in CPI, however the increase is tending to slow down. Among the 11 main groups of consumer goods and services, there are 6 product groups with price increases, 4 product groups with price drop and 1 group with stable prices compared to the previous month.
The price index of the transportation group grew considerably by 3.12% over the previous month, causing the overall CPI to increase by 0.29 percentage points. This is the group with the highest index increase compared to the other groups, due to Gasoline prices have been adjusted to increase continuously for the last 4 periods. Next was the food and catering services group, which increased by 0.36%, mainly in the food group, due to the continuous sharp increase in export rice prices, leading to a rise in the average selling price of all types of rice in the area went up by 7.20% Regular ordinary rice increased by 8.22%; Special ordinary rice increased by 5.01%; Sticky rice increased by 2.85%. The culture, entertainment and tourism group increased by 0.99%, with a large increase in color televisions by 3.75% and fitness and sports equipment by 1.38% compared to the previous month; The group of housing, electricity, water, fuel and construction materials increased by 0.13%, leading to a growth in CPI by 0.02 percentage points, mainly due to gas prices increasing by 7.57%, kerosene prices increasing by 15.99% due to adjustment by Vietnam National Petroleum Group.
In the opposite direction, 4 out of 11 product groups had a fall in price index, of which: Household appliances and equipment group fell by 0.17% due to the price of air conditioners decreasing by 2.52%, refrigerators decreasing by 0.32%,... due to some stores offering discount policies to stimulate consumer demand; The beverage and tobacco group dropped by 0.13% due to reduced consumer demand, so stores and supermarkets reduced selling prices to recover capital; Garment, headwear and footwear group declined by 0.07%; The group of drugs and medical services decreased by 0.04% compared to the previous month.
On average, in the first 8 months of 2023, CPI increased by 3.41% over the same period last year. The largest contributor to the increase in CPI was the food and catering services group, which grew by 5.31% over the same period last year, causing CPI to go up by 1.77 percentage points; The adjustment of tuition fees at public educational institutions in the province starting from the 2022-2023 school year caused the price index of the education group to rise by 18.90% over the same period last year, making the CPI increase by 1.22 percentage points. The remaining groups also recorded increases such as: beverage and tobacco group, up 5.25%; Household appliances and equipment group increased by 3.78%; Culture, entertainment and tourism group grew by 2.71%; Housing and construction materials group went up by 0.22%.
In addition, factors that reduced CPI in the first 8 months of the year: transportation group fell by 6.13%, leading to CPI’s drop by 0.57% due to domestic fuel prices decreasing by 15.15% over the same period last year which was caused by fluctuations in world prices (gasoline down 17.11%, diesel down 15.65%). From the beginning of the year until now, there have been 24 gasoline price adjustments, including 12 price increases, 11 price decreases, and 1 unchanged price. The price index of the postal and telecommunications group decreased by 0.44% due to the decrease in prices of older generation phones and tablets, causing the CPI to drop by 0.02 percentage points.
Gold and US Dollar price index: In August 2023, gold price index rose by 1.27% compared to the previous month, increased by 4.29% compared to December 2022 and increased by 6.26% over the same period last year; Average gold price in the first 8 months of 2023 increased by 0.71%. US dollar price index increased by 0.72% over the previous month, decreased by 2.96% compared to December 2022 and dropped by 0.68% over the same period last year; The average USD price in the first 8 months of 2023 increased by 0.94%.
5. Finance, banking, insurance
5.1. State budget revenue and expenditure
As of August 15, 2023, according to data from the State Treasury, total budget revenue in the area reached VND 17,034 billion, down 27.66% over the same period last year, accounting for 52.68% of the estimate assigned at the beginning of the year. It was mainly reduced in some key revenue sources such as: Revenue from foreign invested enterprises, customs revenue due to difficulties in production activities of enterprises and the impact of the State's newly issued policies on collection reduction and delay. Specifically: Domestic revenue reached VND 13,975 billion, down 28.07%, of which, revenue from foreign invested enterprises reached VND 10,110 billion, accounting for 59.35% of total budget revenue in the area, down 27.29% with a deep reduction in special consumption tax for foreign enterprises (reaching VND 4,817 billion, down 42.07%). Revenue from Customs reached VND 3,037 billion, down 25.88% over the same period last year.
Total state budget expenditure as of August 15, 2023 reached VND 16,333 billion, a growth of 14.54% over the same period last year. Of which, development investment expenditure (including advances) reached VND 9,480 billion, an increase of 17.07%; Regular expenditure reached VND 6,787 billion, an increase of 10.81% over the same period last year. In general, budget expenditure management has been strengthened, strictly controlling expenditures, managing expenditures according to estimates, practicing thrift, preventing waste while still ensuring socio-economic development needs of the locality.
5.2. Banking and credit activities
In August 2023, deposit and lending interest rates in the area maintained a downward trend compared to the end of 2022 (down about 1%/year) thanks to the operating policies of the State Bank (SBV) and preferential interest rate reduction program from commercial banks (CB). Popular lending interest rates in the area ranged from 4-11%/year for each term and subject; Popular deposit interest rates in VND ranged from 0.2-7.5%/year for each term.
The total mobilized capital is expected to reach VND 113,000 billion by August 31, 2023, a rise of 3.12% compared to the end of 2022. The production and business situation of businesses faced many difficulties, causing them to have no more available capital, foreign enterprises carried out settlement and transferred profits back home made capital mobilized from this source unstable and tend to decrease in recent months (estimated at VND 33,840 billion, down 14.37% compared to the end of 2022). However, in the mobilization structure, residential deposits still grew steadily (estimated at VND 78,500 billion), up 13.3% compared to the end of 2022, accounting for 69.74% of total mobilized capital. It shows that bank savings are a safe and profitable investment channel which is trusted and chosen by people.
Total estimated loan balance as of August 31, 2023 was estimated to reach VND 120,800 billion, an increase of 4.33% compared to the end of 2022, mainly in short-term, highly liquid loans. Of which, outstanding short-term loans were estimated at VND 86,000 billion, accounting for 71.19% of total outstanding loans, an increase of 3.52%; Medium and long-term loan balance reached VND 34,800 billion, an increase of 6.37% compared to the end of 2022. By categories of borrowers, outstanding loans to the household, private and individual sectors still accounted for a large proportion, estimated to reaching VND 68,670 billion, accounting for 56.85% of total outstanding debt, the corporate sector was estimated to reach VND 52,000 billion, accounting for 43.05% of total outstanding debt, an increase of 6.59% compared to the end of 2022. Bad debt reached VND 892 billion, accounting for 0.74% of total outstanding debt.
As of July 31, 2023, the 2% interest rate support policy for enterprises, cooperatives and business households according to Decree 31 and Circular 03 has brought quite positive results. A total of 63 customers received interest rate support, with the support amount up to VND 23.25 billion. Results of the Provincial VBSP's Socio-Economic Recovery and Development Program: loans to employers to pay layoff wages and recovery wages in the amount of VND 1.52 billion; Loans to pupils and students to buy computers and online learning equipment reached VND 6.93 billion; Loans for housing purchase and lease according to Decree No. 100/2015/ND-CP reached VND 200.69 billion; Loans to non-public preschool and primary education establishments affected by the Covid-19 pandemic with an amount of VND 4.54 billion.
5.3. Insurance
It is estimated that by August 31, 2023, the whole province will have 1,147,546 people participating in all types of insurance. Of these, there are 246,415 people participating in social insurance, accounting for 42.8% of the workforce (including: compulsory social insurance: 228,557 people; voluntary social insurance: 17,858 people); There are 220,213 people participating in unemployment insurance, accounting for 38.3% of the labor force; There are 1,133,433 people participating in health insurance, the health insurance coverage rate reaches 94.6% of the population. Total insurance revenue of all types is estimated at VND 4,129.2 billion, reaching 63.8% of the assigned plan and increasing 11.35% over the same period in 2022. Payment, especially pension and social insurance allowance payments was implemented synchronously, quickly and safely to the beneficiaries: In the first 8 months of the year, the provincial social security has provided monthly social insurance benefits to 440 people; resolved lump-sum social insurance benefits for 9,133 people; resolve illness, maternity, and convalescence benefit for 84,524 people; Prepared a list of payments of unemployment insurance for 9,118 people.
6. Typical social issues
6.1. Medical issue
Disease prevention work: The Covid-19 pandemic situation in Vinh Phuc province was basically stable, the number of recorded cases remained at a low level, health institutions in the province continued to strictly implement measures to prevent and control the pandemic according to guiding documents and directions of the Ministry of Health, the Provincial Steering Committee for Disease Prevention and Control, and the Department of Health on the prevention of Covid-19 pandemic. During the month, there were 42 cases, down 12 cases compared to the previous month. There were no deaths due to Covid in the province.
Situation of some infectious diseases: The provincial Health Sector has proactively coordinated with relevant branches and sectors to propagate and raise people's awareness in proactively preventing and fighting epidemics: 367 cases of Flu, down 13 cases; 92 cases of Diarrhea, down 23 cases; 13 cases of Hepatitis B virus, neither increasing nor decreasing; 28 cases of Dengue fever, an increase of 23 cases; 29 cases of Hand - Foot – Mouth dieses, an increase of 04 cases... All cases were treated promptly by medical facilities, preventing disease outbreaks from occurring.
Food safety and hygiene situation (VSATTP): Food safety work in Vinh Phuc province continued to be strengthened and always receives the attention and leadership of the Provincial People's Committee. The Department of Health and health institutions in the province have organized many communication activities on food safety and hygiene such as organizing training classes, broadcasting on loudspeaker systems, and writing news. During the month, the Health sector and People's Committees at all levels coordinated to inspect, examine and supervise 134 establishments on food hygiene and safety: 118 establishments met standards, accounting for 88.05%; 16 warned facilities accounting for 11.95%. The whole province tested 587 food samples; Number of satisfactory food samples reached 582 samples (accounting for 99.14%); Number of food failed samples reached 05 samples (accounting for 0.86%). During the month, the province did not record any food poisoning cases.
6.2. Security, order, traffic, fire prevention and fighting, environmental protection
Security and order situation: In July 2023, the security and order situation in the province was generally stable. The Provincial Police have deployed many professional plans to deal with crimes that frequently occur in the area such as: Fraudulent appropriation of property, usury, robbery, theft, etc. Since July 15, 2023 to August 14, 2023, Vinh Phuc province had 51 cases of violating social order and safety (an increase of 10 cases compared to the previous month), injuring 10 people, and property damage of VND 3,400.12 million, investigated and clarified 46 cases (reaching 90.2%), arrested 86 subjects, recovered assets worth VND 1,124.90 million.
Traffic safety situation: During the month, 03 road traffic accidents occurred in the province, killing 01 person and injuring 07 people. Accumulated in the first 8 months of the year, there were 17 traffic accidents in the province, killing 13 people and injuring 21 people. Compared to the same period last year, the number of accidents decreased by 06 cases, the number of deaths dropped by 04 while the number of people injured went up by 10.
Fire and explosion situation: During the month, there was 01 house fire in the province, with estimated damage of VND 10 million. Overall, in the first 8 months of the year, there were 11 fires, down 3 over the same period last year.
Environmental protection work: During the month, 22 environmental violations were detected in the province (VPMT); the number of handled cases was 22 cases with a total fine of VND 26.0 million. Accumulated in the first 8 months of the year, 197 cases were detected, the total fine amount was VND 2.56 billion, a decrease of 13.2% in the number of cases and an increase of 16.21% in the amount of fines.
