I. ECONOMIC GROWTH
1. Growth of Gross Regional Domestic Product (GRDP)
1.1. Agriculture, Forestry, and Fisheries Sector
In the first six months of 2024, agricultural, forestry, and fisheries production developed steadily, with the added value of this sector increasing by 1.90% compared to the same period last year, contributing 0.12 percentage points to the overall growth rate. In agriculture, the harvest yield of most main crops during the 2024 winter-spring season achieved good results. Livestock farming in the area remained stable, and the high price of live pigs brought economic benefits. The added value of the agriculture sector increased by 1.72%, contributing 0.10 percentage points. The forestry and fisheries sectors grew by 3.34% and 3.85%, respectively, compared to the same period last year. Due to their small proportion, they only contributed 0.01 and 0.03 percentage points, respectively.
1.2. Industry and Construction Sector
The industry and construction sector grew by 9.05%, contributing 4.54 percentage points to the overall economic growth. The industrial sector faced pressure from decreased consumer demand for major products such as cars and motorcycles. However, the production of electronic components, steel, and tiles achieved significant growth, positively contributing to GRDP growth.
Industry Sector: In the first six months of 2024, the added value of the industrial sector increased by 9.22%, contributing 4.20 percentage points to the province's growth (compared to a 2.19% decrease in the first six months of 2023). The performance of key industries is as follows:
+ Electronic Components Manufacturing: Increased by 14.39%, contributing 3.40 percentage points, driven by sustained orders from major partners such as Google, Dell, Apple, and Samsung, promoting growth.
+ Metals and Non-metallic Minerals Manufacturing: Increased by 8.86% and 4.74%, respectively, contributing 0.10 and 0.08 percentage points, as the construction materials market showed signs of recovery in the early months due to rising construction and renovation demand.
+ Motorcycle Manufacturing: Despite facing numerous challenges domestically and internationally, the sector saw a recovery, increasing by 1.12% (Q1 decreased by 5.39%; Q2 increased by 6.43%), contributing 0.09 percentage points.
+ Automobile Manufacturing: Showed positive signs in Q2 with a 33.39% increase in production (nearly 2.5 thousand vehicles) compared to Q1, but still decreased by 1.27% compared to the same period last year. Overall, in the first six months, the estimated production reached 17,189 vehicles, a decrease of 7.93%. The added value of automobile manufacturing in the first six months is estimated to have decreased by 8.05% (Q1 decreased by 16.65%; Q2 decreased by 1.82%), reducing overall GRDP growth by 0.24 percentage points.
Construction Sector: Construction activities in the first six months of 2024 remained stable and continued to grow despite the general economic difficulties. The added value of the construction sector increased by 7.41% compared to the same period last year, contributing 0.34 percentage points to the province's GRDP growth.
1.3. Service Sector
In the second quarter, thanks to the substantial recovery of industrial production and policies to stimulate consumer demand and attract tourism, the growth of related trade and service sectors was promoted, contributing to the added value growth of the service sector by 5.98% (lower than the 8.76% growth in the same period of 2023). The contributions of some service sectors to the overall added value growth of the entire economy in the first six months are as follows: The transportation and warehousing sector increased by 21.93% compared to the same period last year, contributing 0.39 percentage points. The wholesale and retail sector increased by 5.35%, contributing 0.32 percentage points. The finance, banking, and insurance sector increased by 5.09%, contributing 0.10 percentage points. The information and communication sector increased by 2.27%, contributing 0.05 percentage points. The accommodation and food services sector increased by 2.98%, contributing 0.03 percentage points.
1.4. Economic Scale and Structure
In the first six months of 2024, the GRDP of Vĩnh Phúc province at current prices is estimated to reach VND 80.7 trillion, an increase of VND 6.3 trillion, equivalent to an 8.53% increase compared to the first six months of 2023.
The economic structure in the GRDP saw a slight shift towards an increase in the proportion of added value in all three sectors, with a decrease in the proportion of product taxes minus product subsidies. The proportion of added value in the industry and construction sector in the GRDP increased from 48.36% in the first six months of 2023 to 48.91% in the first six months of 2024; the service sector increased from 23.24% to 23.72%; the agriculture, forestry, and fisheries sector remained stable at 6.07%; and the proportion of product taxes minus product subsidies decreased from 22.34% to 21.30%.
2. Agriculture, Forestry, and Fisheries Production
2.1. Agricultural Production
a. Crop Production:
- The yield of most major crops increased compared to the previous year: rice reached 6.23 tons/ha, up 1.32%; corn reached 4.95 tons/ha, up 3.68%; sweet potatoes reached 12.25 tons/ha, equivalent to the winter-spring season of 2023; soybeans reached 2.05 tons/ha, up 9.49%; peanuts reached 2.07 tons/ha, up 4.54%; while vegetables reached 22.75 tons/ha, down 2.26% compared to the same period due to two heavy rainfalls in April 2024 that damaged some vegetable areas in the province. The total grain output reached 216.5 thousand tons, up 1.31%, of which rice production reached 180.1 thousand tons, up 1.02% compared to the winter-spring season of 2023.
- Perennial crops: In the first six months of 2024, the production of perennial crops in the province remained stable, with an estimated area of 8,220.9 hectares, slightly down 0.25% compared to the same period last year. Fruit trees continued to be the main group with 7,722.1 hectares, accounting for 93.93% of the total perennial crop area in the province. The estimated production of some main fruit trees is as follows: mango reached 5,970.6 tons (-270.9 tons); banana reached 41,307.0 tons (+179.9 tons); papaya reached 1,755.8 tons (+13.4 tons); pineapple reached 1,548.9 tons (-46.8 tons); lemon reached 385.0 tons (+7.2 tons); pomelo reached 342.0 tons (+7.0 tons); and lychee reached 10,005.6 tons (-425.8 tons).
b. Livestock Production:
Livestock production results increased compared to the same period last year, mainly driven by pig farming. The total live meat output in the first six months is estimated to have increased by 2.72%, with live pig meat increasing by 6.35%; poultry eggs increased by 7.62%; and cow's milk increased by 3.09% compared to the same period.
2.3. Fisheries Production
In the first six months of 2024, the average selling price of fishery products increased compared to the same period last year and remained quite stable, ensuring that farmers felt confident in their production. The total fishery output is estimated to reach 11,982 tons, up 3.22%. Of this, inland capture production is estimated at 814.4 tons, up 0.48%, while aquaculture production is estimated at 11,167.6 tons, up 3.42% compared to the same period. The production of fry is estimated to reach 2,100 million, up 2.08% compared to the same period.
3. Industrial Production
Among the level II industrial sectors, 20 out of 25 sectors have an increased production index compared to the same period last year, while 5 out of 25 sectors have a decreased production index. The electronic components manufacturing sector increased by 14.01% compared to the same period, continuing to play an important driving role in the province's economy. The manufacturing of non-metallic mineral products and the metal manufacturing sectors increased by 12.49% and 9.66%, respectively, due to the revitalization of the construction materials market. The motorcycle manufacturing sector has experienced a recovery, with an estimated increase of 1.58%. On the opposite side, the automobile manufacturing sector decreased by 5.46% due to economic difficulties, which led to a decline in car consumption and a consumer mindset of waiting for reduced registration fee policies. The garment manufacturing sector decreased by 8.61% due to a reduction in orders from major export markets.
Production Output of Key Products: In the first six months of the year, the production output of some of the province's key industrial products, such as animal feed, ceramic tiles, and various types of motorcycles, along with revenue from electronic components, all increased compared to the same period last year. Conversely, the production of sports shoes and various types of automobiles decreased, with the most significant drop being in sports shoe production, which decreased by 12.09%. Estimates of the output of some major products in the area during the second quarter and the first six months of this year, along with fluctuations compared to the same period last year, are as follows.
Labor Utilization Index of Industrial Enterprises: In June 2024, the labor utilization index of industrial enterprises increased by 4.18% compared to the previous month and by 5.06% compared to the same period last year. The cumulative index from the beginning of the year to the end of June 2024 increased by 1.13% compared to the first six months of 2023. Broken down by type of enterprise: the labor utilization index of state-owned enterprises decreased by 2.75%, non-state enterprises decreased by 4.86%, and enterprises with foreign investment increased by 2.05% compared to the same period last year.
Consumption Index of the Entire Manufacturing Industry: In June 2024, the consumption index of the manufacturing industry is estimated to have decreased by 0.91% compared to the previous month but increased by 14.23% compared to the same period last year. In the first six months of the year, the consumption index of the manufacturing industry increased by 2.02%. Compared to the same period last year, 12 level II industrial sectors experienced an increase in consumption index, with some sectors seeing significant increases: the food processing sector increased by 25.60%; the electrical equipment manufacturing sector increased by 23.49%; the furniture manufacturing sector increased by 25.36%; and the non-metallic mineral product manufacturing sector increased by 9.37%.
Inventory Index of the Entire Manufacturing Industry: In June 2024, the inventory index of the manufacturing industry increased by 9.62% compared to the previous month but decreased by 11.79% compared to the same time in 2023. Compared to the previous month, 12 level II industrial sectors experienced an increase in inventory index, while 4 sectors saw a decrease in inventory index. The sectors with a decrease in inventory index include: the textile industry decreased by 10.31%; the machinery and equipment manufacturing sector not elsewhere classified decreased by 15.67%; the leather and related products manufacturing sector decreased by 1.22%; and the rubber and plastic products manufacturing sector decreased by 4.64%.
4. Business Activities
4.1. Business Registration Situation
In the first six months of 2024, the development of new businesses in the province faced difficulties: the number of newly registered businesses decreased, and the number of businesses temporarily suspending operations increased significantly compared to the same period last year. As of June 15, 2024, the province had 625 newly registered businesses, a decrease of 16.89% compared to the same period last year. The sector with the largest number of newly established businesses was wholesale and retail trade, repair of automobiles, motorcycles, and other motor vehicles, with 235 businesses; followed by manufacturing with 101 businesses and construction with 85 businesses.
During the period, 210 businesses resumed operations, a slight decrease compared to the same period last year, while the number of businesses temporarily suspending operations was 680, an increase of 25.46% compared to the same period last year. Additionally, 77 businesses completed dissolution procedures, an increase of 26.23%, indicating that the business environment is still facing many difficulties and challenges.
4.2. Production and Business Trends in the Manufacturing Industry
According to assessments from businesses in the manufacturing industry, there was a recovery in production and business activities in the second quarter of 2024 compared to the first quarter of 2024, with 79.6% stating that their activities were improving or remaining stable. Conversely, 20.4% of businesses felt they were facing more difficulties. The forecast for the third quarter of 2024 is optimistic, with 39.8% predicting improvement, 50.5% believing in maintaining stability, and only 9.7% concerned about upcoming production and business difficulties.
In the second quarter of 2024, two main factors affecting the production and business activities of businesses in the manufacturing industry were "low domestic market demand" and "high competitiveness of domestic goods," accounting for 52.4% and 47.6%, respectively. Notably, the factor "high competitiveness of imported goods" increased by 4.3 percentage points compared to the first quarter of 2024, reaching 23.3%, indicating that competition from imported goods is having a significant impact on businesses in the industry.
5. Trade and Services
5.1. Retail Sales and Consumer Service Revenue
In June 2024, the total retail sales of goods, revenue from accommodation, food and beverage services, travel, and consumer services (total revenue) in the area were estimated to reach VND 6,560.3 billion, an increase of 2.80% compared to the previous month and an increase of 10.32% compared to the same period last year. Although the growth rate was lower than the same period last year, the scale and pace have continuously increased month by month. The second quarter of 2024 recorded an increase of 3.84% compared to the first quarter of 2024 and an increase of 8.73% compared to the same period last year.
Overall, in the first six months of the year, the total retail sales of goods, revenue from accommodation, food and beverage services, travel, and consumer services were estimated to reach 37,628 billion VND, an increase of 6.69% compared to the same period last year.
5.2. Passenger and Freight Transportation
In the first six months of 2024, the business activities in the transportation and warehousing sector in the province increased significantly, effectively meeting the travel and freight transportation needs for production and business activities of residents and enterprises. The estimated revenue from transportation activities reached 4,052 billion VND, an increase of 31.48% compared to the same period last year. Details are as follows:
- Passenger Transportation: Revenue is estimated at VND 771.4 billion, an increase of 67.85%; passenger transport is estimated at 22.7 million passengers, an increase of 67.57%; and passenger turnover is estimated at 1,074.5 million passenger.km, an increase of 78.72% compared to the same period last year.
- Freight Transportation: Revenue is estimated at VND 2,878.5 billion (of which road freight transportation is estimated at VND 1,972.4 billion; waterway freight transportation is estimated at VND 906.1 billion), an increase of 21.34%. It is estimated that 22.0 million tons were transported, an increase of 8.48%, and turnover reached 2,709.5 million ton.km, an increase of 52.34% compared to the same period last year.
II. MACROECONOMIC STABILITY
1. State Budget Revenue and Expenditure Situation
The recovery of production and business activities, along with supportive policies for businesses and effective tax management, positively impacted state budget revenue in the first six months of 2024. Despite a decline in customs revenue, total budget revenue increased thanks to a rise in domestic revenue, especially from value-added tax (VAT). According to data from the State Treasury as of June 15, 2024, total budget revenue in the area reached VND 14,451 billion, an increase of 5.42% compared to the same period last year. Of this, domestic revenue was VND 12,360 billion, an increase of 8.61%, with VAT revenue reaching VND 2,101 billion, an increase of 61.07%. Customs revenue was VND 2,079 billion, a decrease of 10.02% compared to the same period last year.
Total state budget expenditure as of June 15, 2024, reached VND 12,117 billion, a decrease of 3.75% compared to the same period last year. Of this, development investment expenditure (including advances) was VND 6,599 billion, a decrease of 13.06%; regular expenditure was VND 5,460 billion, an increase of 10.36% compared to the same period last year. Overall, budget expenditure management has been strengthened, with strict expenditure control, budget management according to estimates, practicing thrift, and preventing waste while still ensuring the socio-economic development needs of the locality.
2. Banking and Credit Activities
In the first six months of 2024, banking activities made positive progress in maintaining stable interest rates; however, they still faced challenges with low credit growth and an increasing trend of bad debt. Currently, the deposit and lending interest rates in the area have decreased compared to the end of 2023. The deposit interest rates in VND are commonly from 0.2% to 6% per year, depending on the term, while the lending interest rates range from 4% to 10.5% per year, depending on the term and borrower.
The total mobilized capital as of June 30, 2024, is projected to reach 127 trillion VND, an increase of 0.62% compared to the end of 2023. Despite the reduction in deposit interest rates, due to the volatility of investment channels and banks' incentive programs, the banking savings channel remains trusted by the public. Residential deposits increased steadily, estimated at VND 86.5 trillion, up by 3.10%, compensating for the shortfall from deposits by economic organizations (estimated at VND 40.5 trillion, down by 4.30%) due to foreign enterprises repatriating profits.
The total outstanding loans as of June 30, 2024, reached VND 132 trillion, an increase of 2.99% compared to the end of 2023. This growth rate is lower than the expected annual credit growth. The main reasons are the initially low credit demand and the pressure from increasing bad debt, with businesses facing difficulties in proving production efficiency, which reduces the economy’s ability to absorb capital. Approximately VND 3.8 trillion of outstanding loans is estimated to be injected into the economy to support economic recovery. The loan structure focuses on production, service activities, and development investment (accounting for 86% of the total outstanding loans), with household, private, and individual loans making up 58.04% of the total outstanding loans and corporate loans making up 41.67%.
Outstanding loans for policy credit programs as of June 30, 2024, are estimated to reach VND 4.6 trillion, an increase of 2.11% compared to the end of 2023, with more than 109 thousand customers borrowing.
Bad Debt Ratio: Although controlled at a safe level of <2%, bad debt is on an increasing trend compared to the end of 2023, estimated at 1,450 billion VND as of June 30, 2024, accounting for 1.08%.
3. Insurance
By June 30, 2024, the entire province is estimated to have 1,169,261 people participating in various types of insurance. Of these, 266,821 people will participate in social insurance (SI), accounting for 44% of the labor force, an increase of 9.25% compared to the same period last year (including: compulsory SI: 247,148 people; voluntary SI: 19,673 people); 220,319 people will participate in unemployment insurance (UI); and 1,149,588 people will participate in health insurance (HI), with a coverage rate of 95% of the population.
The total amount of insurance collected by the end of June 2024 is estimated at VND 3,401.6 billion, reaching 48.5% of the assigned plan and increasing by 10.41% compared to the same period in 2023. The disbursement work, especially the payment of pensions and social insurance benefits, has been carried out comprehensively, quickly, and safely to the beneficiaries. In the first six months of the year, the provincial social insurance agency resolved monthly social insurance benefits for 350 people; one-time social insurance benefits for 7,747 people; sickness, maternity, and convalescence benefits for 70,465 cases; and compiled payment lists for 4,608 cases of unemployment insurance benefits.
4. Investment activities
+ Investment Capital Implemented for the Whole Society: Total development investment capital in the area for the first six months of the year is estimated to reach VND 23,219 billion, an increase of 8.03% compared to the same period last year, with increases in all three sectors. Specifically:
+ State Sector: Estimated to reach VND 4,662 billion, an increase of 30.69% compared to the same period last year. Of this, investment from the State budget is estimated at VND 3,448 billion, an increase of 11.30% compared to the same period last year. Strengthening supervision and accelerating the progress of infrastructure projects and key projects have brought many positive results, especially in the second quarter (estimated at VND 2,108 billion), an increase of 57.38% compared to the previous quarter, and an increase of 13.95% compared to the same period last year.
+ Non-State Sector: Estimated to reach VND 10,984 billion, an increase of 5.69% compared to the same period last year. This sector has the largest proportion of investment capital (accounting for 47.31%) of the total development investment capital. The significant contributions from the non-state enterprises and household sectors reflect the important role of the non-state sector in promoting the socio-economic development of the province.
+ Foreign Direct Investment Sector: Estimated to reach VND 7,573 billion, an increase of 0.52% compared to the same period last year. Although the increase is not large, in the context of global economic difficulties, this is a positive sign indicating that foreign investors still trust and commit to investing in the province.
- Investment Attraction Situation: As of June 15, 2024, the province has granted investment registration certificates for 44 FDI projects (23 new projects and 21 capital adjustment projects) with a total registered capital reaching USD 435.80 million, an increase of 28.47% compared to the same period last year, surpassing 8.95% of the initial year plan (USD 400 million). The registered capital is mainly concentrated in the manufacturing and processing industry with USD 345.80 million for 41 projects. Traditional investment partner markets such as Japan, South Korea, Taiwan, and China continue to be maintained, with South Korea being the largest investor with USD 226.10 million, accounting for 51.88% of the total registered capital. In addition, the province has also attracted one project from the United Kingdom with a total new investment capital of USD 81 million, accounting for 52.20% of the total newly registered capital.
From May 16, 2024, to June 15, 2024, no domestic investment projects (DDI) were granted certificates. Cumulatively, in the first six months of the year, the province attracted 16 DDI projects (10 new projects and 6 capital adjustment projects) with a total registered capital reaching VND 2,380.53 billion, equivalent to 43.28% of the initial year plan (VND 5,500 billion).
5. Goods Export and Import Activities
According to the report from the Vinh Phuc Customs Department, as of June 15, 2024, the export turnover is estimated to reach USD 8,497.3 million, an increase of 28.60% compared to the same period last year. The electronics and electronic components group, which holds the largest proportion at 55.76%, recorded an increase of 33.78% compared to the same period last year. The machinery, equipment, and spare parts group, accounting for 19.78%, saw an increase of 32.70%, while the complete motorcycles, motorcycle parts, and accessories group increased by 10.16%. The import turnover is estimated to reach USD 8,467.9 million, an increase of 30.09% compared to the same period last year. The electronics and electronic components group increased by 49.28% compared to the same period last year, accounting for 61.49% of the total import turnover of goods, while the machinery, equipment, and spare parts group increased by 5.06%, accounting for 13.46%.
6. Price index
6.1. Consumer Price Index (CPI): The increase in pork prices due to a supply shortage following the African swine fever outbreak in neighboring provinces at the end of 2023, along with higher electricity and water prices due to hot weather, were the main reasons for the CPI in June 2024 increasing by 0.32% compared to the previous month and 2.84% compared to the same period last year. Among the 11 main groups of consumer goods and services, 6 groups saw price increases while 5 groups saw price decreases. The food and dining services group index increased by 0.85% compared to the previous month, making it the largest contributor to the CPI increase, adding 0.28 percentage points. Within this group, the foodstuffs index decreased by 1.11%, while the food products index increased by 1.38%.
On average, for the first six months of 2024, the CPI increased by 2.54% compared to the average of the same period in 2023, with 9 groups recording price increases and 2 groups recording price decreases. Factors contributing to the CPI increase over the six months include: the food and dining services group, which increased by 4.22% compared to the same period last year, contributing 1.41 percentage points to the overall CPI increase; the pharmaceuticals and medical equipment group, which increased by 6.17%, contributing 0.44 percentage points to the overall CPI increase. The two groups that saw price decreases were the apparel, hats, and footwear group, which decreased by 6.45%, reducing the CPI by 0.46 percentage points due to increased promotions and discounts by retailers to stimulate consumption; and the postal and telecommunications group, which decreased by 2.92% due to price reductions in older generation phones, reducing the CPI by 0.12 percentage points.
- Gold and US Dollar Price Index: In June 2024, the gold price index decreased by 0.86% compared to the previous month but increased by 34.32% compared to the same period last year. The US dollar price index decreased by 0.08% compared to the previous month but increased by 8.93% compared to the same period last year. On average, over the first six months compared to the same period, the gold price index increased by 27.65%, and the US dollar price index increased by 6.29%.
6.2. Producer price index (PPI)
- The producer price index for agriculture, forestry, and fisheries increased by 12.48% compared to the same period in 2023. Within this category, agricultural products and related services increased by 13.17% compared to the same period last year, primarily due to the index for rice products rising by 22.28% and the index for pig farming and breeding products increasing by 31.60%. On the other hand, the index for vegetables, beans, and flowers decreased by 9.86% due to favorable weather conditions this year, leading to an abundant supply and lower prices.
- The industrial producer price index decreased by 0.82% compared to the same period last year. The processing and manufacturing industry products group, which holds the largest proportion, decreased by 0.85%, significantly affecting the overall industrial PPI of the province. The index decreased in sectors such as food processing (down 7.93%), textiles (down 3.86%), and metal products (down 5.75%). Conversely, some product groups saw an increase in the producer price index: leather and leather products increased by 8.87%, fabricated metal products increased by 5.38%, and automobiles and other motor vehicles increased by 7.81%.
6.3. Price Index for Production Materials
The price index for production materials in the first six months of the year showed a significant increase in materials for agriculture, forestry, and fisheries production due to the recovery of the livestock industry. The index for input materials for construction increased thanks to the disbursement of public investment capital and positive signals from the real estate market. Overall, in the first six months of the year, the price index for materials used in production decreased by 0.22% compared to the same period last year. Specifically, the price index for materials used in agriculture, forestry, and fisheries production increased by 9.71% (mainly due to the price of piglets increasing by 50.34% due to high demand and reduced supply); the index for materials used in industrial production increased by 1.07%; and the index for materials used in construction increased by 0.72%.
III. SOCIAL ISSUES
1. Labor, Employment, and Social Security
Labor Force and Employment: In the first six months of 2024, the labor force aged 15 and older in the entire province was estimated at 613.0 thousand people, an increase of 1.56% (an increase of 9.4 thousand people) compared to the same period last year. The labor force structure showed a shift towards an increase in the urban area (estimated at 207.7 thousand people, up 8.77%) and a decrease in the rural area (405.3 thousand people, down 1.78%). The number of employed workers in the entire province was estimated at 602.7 thousand people. The percentage of trained workers with degrees and certificates was estimated at 36.2%.
Job Creation: In the first six months of 2024, the province created jobs for 13,700 workers, an increase of 11.2% compared to the same period last year, achieving 81% of the 2024 plan. Specifically, 13,178 workers were provided jobs domestically, an increase of 12.7% compared to the same period in 2023. New jobs were created for 2,784 workers in the agriculture, forestry, and fisheries sector; 6,478 workers in the industrial and construction sector; 3,916 workers in the trade and services sector; and 522 workers were sent to work abroad under contracts.
2. Education and Training
For the 2023-2024 academic year, the Education and Training sector of the province has focused on innovating teaching and learning methods, and the overall quality of education, both general and specialized, continues to improve. In the national high school student competition, Vinh Phuc province had 89 out of 98 students win awards, achieving a success rate of 90.82%, ranking fifth among provinces nationwide in terms of the number of award-winning students and fifth in the number of first prizes. Notably, nine students in five subjects advanced to the second round to select the national team for the international competition, an increase of six students compared to the previous school year.
During this period, the education sector successfully organized the entrance exam for the 10th grade of high school, with 19,096 students registered. Preparations for the national high school graduation exam have been basically completed, with Vinh Phuc province arranging 30 exam sites and planning for 706 exam rooms (676 official exam rooms and 30 backup exam rooms) across districts and cities, with 15,563 candidates registered for the high school graduation exam, an increase of 1,470 candidates compared to the 2023 high school graduation exam.
As of early June 2024, the total new enrollments in vocational education amounted to 7,751 people, reaching 34.4% of the 2024 plan (including: 283 at the college level, 731 at the intermediate level, and 6,737 at the primary and under-three-month training level). The province has effectively implemented vocational training for rural workers and enrollment according to vocational training orders.
3. Health
In the first six months of 2024, the health sector closely monitored and supervised disease prevention and control activities, regularly organizing inspection and supervision teams to direct efforts against disease outbreaks, especially dangerous diseases and emerging or endemic diseases with high mortality rates. As of now, there have been four dengue fever outbreaks in three districts and cities in the province: Vinh Tuong (1 outbreak), Yen Lac (1 outbreak), and Phuc Yen (2 outbreaks). These outbreaks were promptly controlled upon detection, preventing further spread.
Regarding food safety and food poisoning: Since the beginning of the year, there have been three food poisoning incidents in the province (all three incidents were recorded in May in Vinh Yen city), affecting a total of 450 people, with no fatalities. The health authorities concluded that the cause of the poisoning was microorganisms in mixed processed food.
4. Culture and Sports
In the first six months of 2024, the Culture and Sports sector successfully organized 185 art performances, attracting tens of thousands of spectators. Mobile film screenings were also widely implemented in new rural communes, mountainous areas, and for workers.
Vinh Phuc successfully hosted three public sports tournaments and was the host of the 2024 National Championship for Greco-Roman and freestyle wrestling clubs. The province has always paid special attention to high-performance sports. Provincial sports teams participated in 16 national and international sports competitions, achieving a total of 82 medals, including 24 gold medals, 18 silver medals, and 40 bronze medals.
5. Social Order and Traffic Safety Situation
Since the beginning of the year, there have been 363 social order violations in the province (a decrease of 11 cases compared to the same period last year, corresponding to a 3.1% reduction). These incidents resulted in injuries to 50 people and property damage amounting to VND 34,203.71 million. Authorities have investigated and solved 308 cases (achieving a clearance rate of 84.84%) involving 698 individuals and recovered assets valued at VND 3,961.31 million.
Traffic Accident Situation: Plans to ensure traffic order and safety have been effectively implemented. Through patrols, authorities detected and handled 16,840 violations, contributing over 32.4 billion VND to the budget. Additionally, 11,700 violations were recorded and fined through surveillance cameras, totaling more than 30.5 billion VND in fines. There have also been 15 cases of disruptive behavior involving 66 motorcycles and 118 individuals engaged in reckless driving, which were detected, stopped, and processed. As of June 15, 2024, there have been 153 road traffic accidents in the province, resulting in 67 deaths and 120 injuries.
Fire and Explosion Situation: There have been 75 fire incidents in the province, resulting in 3 deaths and 1 injury, with estimated damage exceeding 435.6 million VND and affecting 4.4 hectares of forest.
Environmental Protection Efforts: As of June 15, 2024, the province detected 585 environmental violations, of which 546 cases have been processed, with fines totaling VND 5,052.47 million.
