1. Agriculture, forestry and fishery production
1.1. Agricultural production
a. Crop
As of the middle of July 2023, the province has planted 30,432 hectares of seasonal crops, reaching 95.1% of the plan, down 3.22% over the same period. In 2023, it witnesses the decrease in most major crops, in which, the area of rice reduced by 2.32%, maize shrank by 8.24%, sweet potato decreased by 12.53%, groundnut dropped by 18.42%, soybean decreased by 17.08%, vegetables of all kinds decreased by 2.48%.

b. Breed:
In July 2023, the inspection and supervision of livestock and poultry diseases was carried out closely, the province has not yet detected an infectious disease outbreak. Livestock production has remained stable, and difficulties in pig production have been reduced because the price of live pigs for slaughter has increased continuously from the end of May 2023 until now, by which farmers start to have profits. 1.2. Forestry production
In July 2023, the newly concentrated planted forest area was estimated at 71.5 ha, down 8.75% over the same period; timber production reached 4,125.0m3, an increase of 0.95%; firewood production was estimated at 4,289 Ste, down 0.76%; total number of scattered plants reached 52.8 thousand trees, down 8.97%. Forest fire prevention is generally well done. During the month, there were no deforestation in the province.

1.3. Seafood production
In July 2023, the total fishery production was estimated at 1,729.3 tons, up 5.07% over the same period, mainly because in 2022 some farming areas were damaged due to the impact of storms. In which, domestic exploitation output is estimated at 179.8 tons, up 1.1%; aquaculture production is estimated at 1,549.5 tons, up 5.55%. In the first seven months of the year, total aquaculture production is estimated at 13,337.9 tons, up 3.52%; in which, domestic output is estimated at 990.3 tons, up 0.54%; aquaculture output is estimated at 12,347.6 tons, up 3.77%; seed production was estimated at 2,536.3 million heads, up 1.52% over the same period.
2. Industrial production
Industrial production index

Among the secondary industries, some key industries of the province showed positive signs of recovery in July 2023, while other industries faced difficulties and reduced production output. Specifically: Motor vehicle manufacturing industry increased by 19.48% over the previous month and 18.67% over the same period last year thanks to the Government's new policy on reducing registration tax, which stimulated the demand for automobiles and helping the industry to achieve high growth; the apparel manufacturing industry is having a strong recovery, increasing by 14.76% over the same period; the electronic component manufacturing industry increased by 7.57% over the previous month and 8.37% over the same period, although it is recording a recovery and growth, the industry is tended to slow down due to the slow recovery of the global economy and reduced technology market demand; other means of transport increased by 2.36% compared to the previous month, but decreased by 9.86% over the same period due to difficulties in the motorcycle consumption market. Meanwhile, the production of  non-metallic mineral products and metal production both recorded a decrease of 38.72% and 10.61% respectively over the same period, mainly due to the difficult economic situation, the depressed real estate market and high bank interest rates, affecting the demand for housing construction and repair.
In the first seven months of the year, it is estimated that Vinh Phuc's IIP of the whole industry decreased by 1.92% over the same period last year. The labor utilization index of industrial enterprises in the area in July 2023 increased by 3.19% compared to the previous month and increased by 0.63% over the same period. Although there are still many difficulties in the consumption market, businesses have made efforts to implement solutions to stabilize production, search for orders, and ensure jobs and incomes for workers.
Consumption index of the whole processing and manufacturing industry in July 2023 increased by 19.38% compared to the previous month and increased by 2.31% over the same period. Compared to the previous month, a number of industries with high inventory index were: Food production and processing with an increase of 21.67%; paper production and paper products increased by 17.78%; the machinery and equipment manufacturing industry, which has not been classified elsewhere, expanded by 13.91%; the production of beds, cabinets, tables and chairs soared by 19.79%; The industries with a significant decrease in inventory index were the textile industry with a drop of 28.73%; the production of chemicals and chemical products decreased by 12.28%; the electrical equipment manufacturing industry reduced by 36.52% and the motor vehicle manufacturing industry declined by 28.41%.
3. Investment and development of enterprises
3.1. Investment capital belonging to the State budget

Accumulation in the first 7 months of the year, the total investment capital from the State budget capital managed by localities is estimated at 3,876 billion VND, up 16.13% over the same period, equaling 35.87% of the allocated capital plan at the begin of the year.
3.2. Attracting direct investment
As of July 15, 2023, according to the Department of Planning and Investment of Vinh Phuc province, the province has granted investment registration certificates to 40 FDI projects with a total registered capital of 440.76 million USD, an increase 74.89% over the same period. The processing and manufacturing industry continues to be the key industry in attracting FDI with 39/40 projects. 3.3. Business registration status
As of July 15, 2023, the province had 867 newly registered enterprises with a total registered capital of 7,023 billion VND, expected to create jobs for 5,755 employees, an increase of 11.3% in the number of businesses. industry, an increase of 27.24% in the number of employees but a decrease of 10.62% in registered capital over the same period last year.

In the past month, tourism activities in Vinh Phuc province have continued to develop strongly, especially in the hot summer month, making people's demand for sightseeing and using tourism services increase. 4.2. Transport of passengers and goods
In July 2023, transportation and warehousing activities in the province maintained stability, ensuring smooth traffic, serving well the transportation of goods for production, consumption and travel needs of people. Transportation revenue was estimated at VND 507.44 billion, up 2.67% over the previous month and up 14.02% over the same period. 4.3. Price Index
In July 2023, CPI increased by 1.01% compared to the previous month, which is the second consecutive month to record an increase in CPI. Among 11 main groups of consumer goods and services, there are 5 groups of increased prices, 5 groups of reduced prices; 01 group has stable price compared to the previous month.

The price index of other goods and services increased by 3.03% compared to the previous month, which was the group with the highest increase in the index of 11 commodity groups, affecting CPI by 0.11 percentage points, mainly due to the price of health insurance. increased by 20.81% due to the adjustment of the minimum wage from July 1, 2023.

On average, in the first 7 months of 2023, CPI increased by 3.65% over the same period. The largest contributor to CPI's increase was the group of food and catering services, which increased by 5.79% over the same period last year, causing the CPI to increase by 1.96 percentage points; The adjustment of tuition fee rates at public educational institutions in the province starting from the school year 2022-2023 made the price index of the education group increase by 20.73% over the same period last year, affecting the CPI increase by 1.34 percentage points. The remaining groups also recorded an increase such as: beverages and tobacco, up 5.41%; Equipment and household appliances group increased by 3.89%; culture, entertainment and tourism groups increased by 2.73%; Housing and building materials group increased by 0.27%.

5. Finance, banking, insurance
5.1. State budget revenue and expenditure situation
As of July 15, 2023, according to data from the State Treasury, the total budget revenue in the province reached VND 15,411 billion, down 29.33% over the same period. Some key revenue sources include: Revenue from foreign-invested enterprises, customs revenue dropped sharply due to difficulties in production activities of enterprises and the impact of the new government's policies to reduce and expand collection. Specifically: Domestic revenue reached VND 12,175 billion, down 30.32%, of which, revenue from foreign-invested enterprises reached VND 9,495 billion, accounting for 61.61% of total budget revenue in the area, down 28.28%, a deep reduction in special consumption tax in the foreign business sector (reaching VND 4,643 billion, down 42.08%). Revenue from Customs reached 2,676 billion VND, down 24.37% over the same period last year.
Total state budget expenditure as of July 15, 2023 reached VND 14,415 billion, up 12.70% over the same period. In which, development investment expenditure (including advance) reached 8,543 billion VND, up 13.20%; recurrent expenditure reached 5,821 billion dong, up 11.45% over the same period. 5.2. Banking and credit activities

In general, the deposit and lending interest rates in the area tend to decrease compared to the end of 2022.
Total mobilized capital is expected to reach 118,000 billion dong by July 31, 2023, an increase of 7.68% compared to the end of 2022. Total loan balance as of May 31, 2023 is estimated at 121,000 billion, up 4.50% compared to the end of 2022, mainly in short-term loans, with high liquidity. In which, short-term loans were estimated at 86,500 billion VND, accounting for 71.49% of total outstanding loans, up 4.13%; medium and long-term loan balance reached VND 34,500 billion, an increase of 5.46% compared to the end of 2022. According to borrowers, outstanding loans from the household, private and individual sectors still account for a large proportion, reaching 69,500 billion VND, accounting for 57.44% of total outstanding loans, the business sector was estimated at 51,500 billion VND, accounting for 42.56% of total outstanding loans, increasing by 5.57% compared to the end of 2022. Bad debts were 1,070 billion VND, accounting for rate of 0.88% of total outstanding loans.
As of June 30, 2023, the 2% interest rate support policy for enterprises, cooperatives and business households under Decree 31 and Circular 03 has brought about positive results. A total of 62 customers are supported with interest rates, with the amount of up to VND 19.95 billion. 5.3. Insurance

As of July 31, 2023, the whole province has 1,146,360 people participating in insurance of all kinds. Of which, 244,558 people participate in social insurance, accounting for 42.5% of the labor force (including: compulsory social insurance: 226,566 people; voluntary social insurance: 17,992 people); There are 218,288 people participating in unemployment insurance, accounting for 37.9% of the labor force; There are 1,128,368 people participating in health insurance, the rate of health insurance coverage reaches 94.2% of the population. Total insurance proceeds of all kinds were estimated at VND 3,639.9 billion, reaching 56.2% of the assigned plan and increasing by 12.90% over the same period in 2022. 6. Some social problems
6.1. Medical
Disease prevention and control: The situation of Covid-19 epidemic in Vinh Phuc province is basically stable, the number of recorded cases remains low, health units in the province continue to strictly implement epidemic prevention and control measures according to the guiding documents and directions of the Ministry of Health, the Provincial Steering Committee for Disease Prevention and Control, the Department of Health on the prevention of the Covid-19 epidemic. Food safety and hygiene situation (VSATTP): The state management of food safety in the province continues to be strengthened, the province has implemented synchronously and effectively through communication and education activities. dissemination of knowledge on food safety, prevention of food poisoning in the summer and hurricane and flood seasons. During the month, the Health sector and People's Committees at all levels coordinated to inspect, inspect and supervise 103 establishments on food hygiene and safety (with 86.40% of establishments meeting the standards); tested 284 food samples (99.3% of samples passed). During the month, the province recorded 01 case of food poisoning with a total of 14 people infected at Homestay Levent, Tam Dao town, Tam Dao district. Upon receiving information about the food poisoning incident, the Department of Health directed specialized units to request the Tam Dao District People's Committee to implement measures to respond to food poisoning to minimize the harm of food poisoning in the community.
HIV/AIDS prevention and control: As of early July 2023, the province has accumulated 4,819 HIV-infected people (of which the number of HIV-infected people with household registration in the province is 2,270); 2,330 people with AIDS (including 1,531 people with household registration in the province); 1,097 people died from AIDS (including 897 people with household registration in the province). The number of people living with HIV is 3,717 (including 1,373 people with household registration in the province); the number of patients receiving antiretroviral drugs. is 1,138 patients (including 22 children).
6.2. Education and training
The high school graduation exam in 2023 was held in two days June 28 and June 29, 2023, with nearly 14,000 candidates from the province taking the exam at 26 test sites throughout the province. The exam took place smoothly and safely, with no candidates violating the exam regulations. In the exam sessions, the number of students taking the exam in all subjects achieved a high rate. On July 18, 2023, the province completed the examination and announced the scores according to the plan of the Ministry of Education and Training. According to information from the provincial Department of Education and Training, Vinh Phuc ranks first in the country in terms of average scores of high school graduation exams in 2023 and scores of students in Vinh Phuc's three-subject exams for university admission are all the same and popularly ranges from over 21-22 points, the highest in the country.
The 34th IBO International Biology Olympiad took place from July 3 to July 10, 2023, in Al Ain city, United Arab Emirates, attracting 320 contestants from more than 80 countries and territories around the world. The Vietnamese delegation had 03 students, including 01 student from Vinh Phuc High School for the Gifted, won a bronze medal.
6.3. Security, order, traffic, fire prevention, environmental protection
Security and order situation: In July 2023, the security and order situation in the province was generally stable. Provincial police have deployed many professional plans to deal with crimes that frequently occur in the area such as: Crime of fraud to appropriate property, black credit, robbery, theft, etc. From June 15, 2023 to July 14, 2023, Vinh Phuc province had 41 cases of social order and safety violations (reduced by 05 cases compared to the previous month), injured 04 people, property damage 3,116.14 million VND, investigated and clarified 37 cases (reaching 90.2%) arresting 81 subjects, recovering assets worth 1,558.54  million VND.
Traffic safety situation: In July 2023, patrolling and control still maintained regularly, authorities focused on handling violations of traffic order and safety for vehicles and automobiles for transport passengers, violate alcohol content, go wrong on the road lane, do not obey traffic signal deviations, carry oversized, overloaded goods... During the month, in the province There were 03 road traffic accidents that caused 03 deaths and 03 injuries. Accumulation in the first 7 months of the year, there were 14 traffic accidents in the province, causing 12 deaths and 14 injuries, compared with the previous year, the number of accidents decreased by 02 cases, decreased by 02 deaths, 2 people were injured.
Situation of fire and explosion: During the month, in the province, there were 02 fires, of which: 01 house fire and 01 production and business establishment fire. The cause is being investigated by authorities, and damage has not been estimated. Generally, in the first 7 months of the year, there were 10 fires, down 2 cases compared to the same period last year.
Environmental protection: During the month, the province discovered 16 cases of environmental violations (VPMT); the number of cases handled is 16 cases with a fine of 221.5 million dong. In the first 7 months of the year, 175 cases were discovered, the fine amount was 2.5 billion VND, down 13.8% in the number of cases but up 31.8% in the amount of the fine.
