The Provincial People's Committee has just issued Decision No. 2204/QD-UBND approving the Scheme for supporting small and medium enterprises (SMEs) in the province in the period of 2022-2025.

Objects to be supported under the Scheme are enterprises established and headquartered in Vinh Phuc province; Organized and operated according to the provisions of the law on enterprises meeting the criteria for SME identification as prescribed in Article 4 of the Law on supporting SMEs and Article 5 of Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government detailing a number of articles of the Law on supporting SMEs; Small and medium enterprises converted from household businesses; Agencies, organizations and individuals involved in supporting SMEs.
The Scheme's goal is to strive to increase by 1,300-1,500 newly established enterprises each year. In particular, special attention is paid to encouraging businesses to convert from business households. 100% of newly established enterprises by 2025 will be popularized and aware of digital transformation, of which the percentage of SMEs using digital platforms will reach over 50%. By 2025, SMEs will strive to achieve the following targets: Creating new jobs every year for an average of 7,700 employees/year; Increasing GRDP generated by SMEs each year by 10-15%/year compared to the same period of the previous year; Raising the budget contribution of SMEs each year by 7-10% compared to the same period of the previous year.
Contents of policies to support SMEs: the general support group will continue to support SMEs according to the Provincial People's Committee's Plan for the period 2022-2025; Supporting SMEs converted from business households; support innovative start-up SMEs; Supporting SMEs to participate in the cluster of industry linkages and value chains; at the same time, it aims to keep implementing effectively, and simultaneously reviewing, amending and supplementing mechanisms and policies to support enterprises in the province in accordance with reality.
Principles of support: Supporting SMEs with a focus, a time limit, consistent with support goals and the ability to balance resources; SMEs that apply first will get support first; SMEs owned by women and employing a large proportion of female workers. In case SMEs simultaneously satisfy the conditions of different support levels in the same support content according to regulations and other relevant provisions of laws, the enterprises may choose the most beneficial support level. In addition to the specific support contents according to the size of micro enterprises, small enterprises and medium enterprises detailed in Decree 80/2021/ND-CP, the general support contents for SMEs are applicable to all micro enterprises, small enterprises and medium enterprises that satisfy the conditions for support specified in this Decree. SMEs converted from business households, innovative start-up SMEs, SMEs participating in industry clusters and value chains are entitled to support contents as prescribed in Chapter IV and other support contents specified in Chapter III of Decree 80/2021/ ND-CP which do not overlap those in Chapter IV. The support for small and medium enterprises using non-state resources sponsored by organizations and individuals shall comply with the regulations of such organizations and individuals but must not be contrary to the provisions of law. Enterprises will receive support when they have fully complied with the provisions of this Scheme and other relevant provisions of law.
