According to Decision No. 252/QĐ-UBND on 20/01/2017 of Vinh Phuc People's Committee approving the development plan of industrial clusters in the province of Vinh Phuc to 2020, orientation to 2030, specific contents as follows:
I. Planning title: Planning for the development of industrial clusters in Vinh Phuc province up to 2020 with orientation to 2030

Part I: The main arguments for the planning of industrial clusters in Vinh Phuc province.

Part III: Main solutions and implementation of industrial development planning in Vinh Phuc province up to 2020.
IV. Main contents of the planning:
1. Development viewpoint
Planning for the development of industrial clusters in Vinh Phuc province up to 2020 with orientation to 2030 in line with the Master Plan for Socio-Economic Development, the Master Plan for Industrial Development, land, urban development planning and residential areas and other relevant infrastructure development plans in the province.
- Strengthen the cooperation and promote comparative advantages with neighboring provinces; mobilize resources of all economic sectors inland and abroad to build infrastructure of industrial clusters.
- Develop industrial clusters on the basis of efficiently exploiting comparative advantages in terms of natural resources, labor and infrastructure in localities, giving priority to develop industrial clusters of rational sizes to meet the demand,. relocate and expand the production space to develop industries, cottage industries.
- Developing industrial clusters must be closely linked with ensuring security, national defense and social order; at the same time, meet the requirements of ecological environment protection and sustainable development.
2. Development objectives:
-
- General objective:
- Planning for the development of industrial clusters to ensure the achievement of the province's socio-economic development objectives in a comprehensive manner, contributing to the growth of industry and services, and the shift of economic structure towards industrialization, modernization.
- Set up establishments and grounds for the development of industries, cottage industries, craft villages and new rural areas in Vinh Phuc.
- The development planning of the industrial cluster of the province has appropriate scale in each period to orient the reserved land fund, investment in infrastructure with focus and focus on the potential areas but outside the center, to meet the need to expand the production space, attract resources in terms of technology... to develop the industry in a harmonious way, link production with markets, raw materials, labor...
- Create jobs in the area; address the risk of environmental pollution in craft villages, ensuring social security and order.

- Specific objectives:
a, Until 2020:
- Take advantage of the support from the Central government, mobilize resources of all economic sectors to continue investment to complete the existing 14 industrial complex infrastructure by early 2015 (total area of 198.34 ha that has not been implemented).
- Build 7 new industrial clusters with the total additional area of 109.4 ha by the year 2020; bring the total area of industrial clusters to be invested by 2020 expectedly to 307.74 ha.
- Step up investment promotion and encourage enterprises of all economic sectors to invest in existing industrial clusters, striving to raise the average occupancy rate of industrial clusters till the end of 2020 to 65% of industrial land for lease; attract around 10,000-12,000 billion VND invested in the development of production in industrial clusters; create more regular jobs for 28,000 - 30,000 employees.
- 100% of industrial clusters have been put into operation and invested in waste water treatment systems and industrial waste collection.
- Relocate production establishments causing serious pollution in craft villages to industrial clusters to invest in production and business.
- Basically meet the demand for production space for the rural industrial sector in ICs.
b,Orientations to 2030:
- Orientation for the construction of 10 industrial clusters with the total area of 212.39ha.
- Continue to invest in expanding 01 existing ICs of the previous period, up to 2020, with an additional area of about 10 hectares. Orient to bring the total area of industrial clusters in the province to 2030 to 659.23 ha.
- Strive to bring the average occupancy rate of industrial clusters in the province up to 75% of the industrial land area to 2030; attract 12,000 - 15,000 billion VND to the industrial clusters; make sure to create more regular jobs for 30,000 - 32,000 employees.
- Meet the demand for production space for rural industrial areas according to the
handicraft ICs' standards in the direction of modernization in line with the common standards on industry.
3. Planning for the development of industrial clusters in Vinh Phuc province up to 2020 with orientation to 2030
3.1. Identifying local industries, industrial establishments, cottage industries and shall be prioritized and encouraged for investment in ICs.
- Orientations for sector structure: Prioritize supporting industries, agricultural and forest product processing, food, new construction materials and rural industries to promote the transfer process of economic structure of the province.
- Model orientation and industrial scale: Encourage small and medium enterprises to produce and trade in ICs. Foreign-invested enterprises shall concentrate on investing in small and medium-sized industries, easily changing their product plans; household economy focuses on producing traditional handicrafts, items that meet the daily consumption demand of the population, concentrating on preliminarily processing raw materials for large industrial establishments in ICs.
Specifically, encourage investment in industrial clusters in the following industries:
A, The period until 2020:
- Processing agricultural and forest products, food, producing feed;
- Production of new building materials;
- Assembling electrical and electronic equipment;
- Mechanical repair and repair of work equipment; Renovation and repair of waterways (rivers, lakes), civil engineering services;
- Supporting industry of electronic industry;
- Supporting industry of automobile industry, motorbike;
- Processing industry, waste treatment;
- Garment, leather shoes.
b) Orientations to 2030:
Continue to develop advantageous industries such as processing agricultural and forest products; production of new construction materials; industrial and agricultural service, forestry ... but with better quality and level of processing.
In addition, priority should be given to attract investment in industrial clusters of clean industries, using high technologies; low environmental pollution and high economic efficiency such as assemble electrical equipment, electronics, supporting industries, and high quality support services for other industries.
3.2. Make lists of places capable of building industrial clusters and determine the order of priority for construction investment in the planning stage in the locality
Continue to invest in areas that have not yet implemented in 14 existing ICs: Huong Canh and Thanh Lang in Binh Xuyen district; Hop Thinh IC, Tam Duong district; Te Lo, Yen Dong, Minh Phuong, Yen Lac town, Yen Lac district; Ly Nhan, Tan Tien, Dong Soc, Vinh Son, Tho Tang - Lung Hoa, An Tuong, Vinh Tuong district.

- Select the name and 17 locations capable of building new ICs until 2030, including:
+ In the period from now to 2020: build 07 new ICs with an area of 109.4ha, including Cao Minh industrial cluster, Phuc Yen city; Lap Thach, Tu Du, Dinh Chu IC, Lap Thach district; Dong Thinh IC, Song Lo district; Yen Phuong IC, Yen Lac district; Viet Xuan IC, Vinh Tuong district.
+ 2021 - 2030: build 10 new ICs with the total area of 212.39 ha, including Trieu De, Xuan Loi and Xuan Hoa ICs of Lap Thach district; Hai Luu IC, Song Lo district; Hoang Lau IC, Tam Duong district; Lien Chau, Trung Nguyen, Van Tien of Yen Lac district; Van Giang - Van Ha IC (Ly Nhan commune), Dai Dong IC of Vinh Tuong district and extending Dong Thinh IC (10 ha) has reached this stage.

4. Solutions and organization of planning implementation:
-
- For approved ICs:
- For established ICs: Strictly implementing Joint Circular No. 31/2012 / TTLT-BCT-BKHĐT of the Industry and Trade Ministry and the Planning and Investment Ministry on guiding the handling of industrial clusters formed before the Decision No. 105/2009/QĐ-TTg on September 18, 2009 of the Prime Minister, specifically:
+ For ICs which have been set up later and re-established under Joint Circular No. 31/2012/TTLB-BCT-BKHĐT, they will continue to attract additional investment to complete the missing infrastructure items as prescribed, and to attract secondary investors to fill the leasable area, manage ICs according to current regulations.
+ For investment projects in ICs, it is necessary to resolutely handle slow and ineffective projects as prescribed by law to avoid wasting land.
+ For 05 ICs being invested by the People's Committees at the commune, district levels prior to the effective implementation of the Regulation on IC management, the management of such ICs shall be affected. The district-level People's Committees shall have to assume the prime responsibility for, and coordinate with the Industry and Trade Department and concerned departments and branches in, reviewing and reporting to the provincial People's Committees for appropriate adjustment of the ICs. Each infrastructure (enterprise or industrial cluster development center or a non-productive unit is added to the infrastructure business unit).
- For newly established ICs: It is necessary to carry out right from the beginning the process of investment and construction of new establishments. Do not select projects with the risk of environmental pollution put into the cluster. In case of delayed deployments (after the expiry date) in accordance with established decisions, it is necessary to revise to adjust the scale, route and development orientation to suit the practical conditions.
- For ICs planned to expand: The expansion is only proposed when: 80% of the area of the previous period can be leased; have land fund to expand and have secondary investors registered investment production.
4.2 Planning solutions:
- Establish organizations and increase state management personnel with ICs established by the province. Determine clearly the function of managing and planning the development of ICs for the Department of Industry and Trade, can strengthen the staff to do this well.
- Localities have no conditions to set up an industrial cluster development center under the district-level People's Committee to serve as an infrastructure trading unit, or the number of industrial clusters in the locality is still less attractive. Infrastructure enterprises, in the immediate future, may consider assigning the Industry Promotion Center (the Department of Industry and Trade) to perform this function.
4.2. Solutions for implementing social infrastructure development policies for IC construction area:
- Concentrate on mobilizing priority resources for compensation and construction of synchronous infrastructure for resettlement areas for people losing land and houses for laborers at ICs when so requested. The central encouragement and support mechanism for investment in the construction of dwelling houses for IC workers has been implemented as an experiment with IPs.
- Build local specific mechanisms to prioritize all concentrated resources for site clearance compensation and infrastructure construction for resettlement areas, housing for workers; encourage and support the budget from the provincial budget for enterprises, infrastructure investors, infrastructure investment in infrastructure for people who lose land and laborers in ICs, including medical services, education and social security in the area concerned and adjacent to IC.
4.3. Mobilize investment incentives in ICs:
- The total demand for infrastructure investment is expected to be at least: The period from now to 2020 is VND 2,000.3 billion, of which VND1,289.2 billion is proposed to continue to invest in 198.34 hectares that was planned for the previous period; The targeted amount to 2030 is VND 1,380.5 billion. For the above measures, the following solutions should be applied:
- Intensify the attraction and raise the efficiency of investment, attract large corporations and enterprises dealing in infrastructures with capital, technology and brand names to invest in infrastructures of the local ICs. Focus on mobilizing capital from domestic and foreign enterprises, credit funds, etc.
- Promote investment in ICs in a unified organization with the participation of different committees, sectors, and focus on each of the statues that need to attract capital. Establish investment promotion representatives in big cities and localities, put relations with overseas trade offices to introduce and attract enterprises interested in the potential of Vinh Phuc.
- Prepare a list of projects that need investment attraction and full dissemination of investment incentives for domestic and foreign investors.
- Prioritize the selection of investors is the business units of technical infrastructure as well as secondary business investors (both infrastructure and investment), especially with construction proposals of specialized and supportive ICs.
4.4. Solutions on creating capital source:
- The province can support a large amount of funding for IC construction projects (construction of roads, power supply, water supply, resettlement ...) in districts with difficult areas by combining with other provincial programs because the infrastructure is deployed with multiple goals.
- Other ICs have not been invested in infrastructure, but in order to meet the development needs, the province can provide investors with strong businesses (abroad corporations, enterprises in the framework of bilateral and multilateral agreements) are invested to build infrastructure and to lease land for production. Investors who contribute capital to infrastructure will be given a share of revenue from industrial land and services to recover capital.
- The province needs to have priority policies on considering investors to build infrastructure in a synchronous manner from transportation, power supply, water supply and drainage, environmental treatment and finishing for each IC so that when the factories are put into operation, it will terminate the construction of infrastructure inside and outside the IC.
- Planning of land areas to be auctioned for funding for investment in infrastructure of industrial clusters in accordance with regulations; Priority should be given to infrastructure business enterprises which invest in the infrastructure of clusters which are assigned land for auction in order to recover their investment capital.
- In the case of both land allocation and construction of infrastructure, it is necessary to have a roadmap and schedule for completing each item in a rolling manner.
- Organize financial, customs, post and telecommunication services at ICs to support enterprises investing in this area which have many advantages in production and business activities.
- Create favorable conditions for administrative procedures and time for infrastructure construction projects, IC investment policies, small and medium enterprises to borrow preferential capital of the Bank according to the project progress.
4.5. Solutions for the development of science and technology:
- Renovate science and technology management in line with the market mechanism and international integration requirements. Continue to strengthen and perfect the state management of science and technology in the province in the direction of flexibility and effectiveness. Implement the mechanism of association between state management agencies and scientific and technological organizations and enterprises in the ICs.
- Organize the exchange of experiences between enterprises inside and outside the ICs; purchase suitable technology equipments; this stage should actively attract technology from corporations, provinces, research, technology autonomy in the later stage.
- High preference for enterprises having technology transfer projects and commitments to support some enterprises in ICs in particular and in the province in general.
4.6. Solutions for job creation, job conversion for land acquisition and training, preparation of labor force for industrial clusters:
- On the creation of on-the-job human resources for ICs: Step by step raise the quality of professional skills and skills for laborers; pay attention to the style and culture in accordance with local conditions. Enterprises in ICs need to commit and carry out labor recruitment in localities where ICs are located, especially laborers who lose their production land.
- Training human resources for ICs:
+ Build a close association between enterprises in ICs in Vinh Phuc province and vocational schools to meet the needs of enterprises in business fields.
+ Create linkages between State management agencies, enterprises and schools to organize training courses in schools or enterprises. Create conditions for job training and job-transferring at ICs for enterprises capable of retraining or training on-the-job laborers to meet requirements on the supply of human resources on order, according to the address of business in IC.
- About labor supply consulting services:
+ For enterprises engaged in production and business activities in ICs: Enterprises shall have to work out plans on recruitment and employment of laborers so as to take the initiative in raising their professional skills on the spot or in association with labor training establishments, contact the Employment Service Center in the province to provide labor to meet the needs.
+ The province should have mechanisms and policies on attracting laborers into centralized clusters; mechanisms and policies to support the settlement of laborers at ICs; mechanism to support on-the-job training of labor resources for ICs.
4.7. Solutions on environment production and sustainable development:
- The province should soon have specific guidance on environmental protection and supervision in ICs from the planning stage to the stage of investment in infrastructure construction, the stage of implementation of projects, the stage of completion of construction in ICs. Specific ICN construction projects (detailed), ICs expansion projects and IC infrastructure business must prepare environmental impact assessment reports; Defining the responsibilities of the parties in preparing and evaluating reports on environmental impact assessment, monitoring and supervision of environmental issues in ICs.
- Elaborate internal regulations on environmental protection in the following forms: Detailed guidance on landscape planning and architectural design for ICs; waste regulations; Environmental criteria for investment projects in ICs. At the same time, it is necessary to formulate incentive policies to attract enterprises to invest in modern equipment and to produce assorted products to ensure environmental hygiene and recyclable wastes or be buried safely; Encourage enterprises in ICs to apply cleaner production and apply quality management systems. In particular, encourage the development investment environment industry in ICs. Encourage the implementation of scientific research activities on environmental protection in production activities of ICs.
- For new ICs, overall planning for environmental protection at the project level plays a very important role. In the planning in addition to the layout of the plant, it is necessary to mention the plan for environmental protection. IC design is to design industrial hygienic zone (buffer zone between CCN and residential area, adjacent area). The size of the industrial isolation area should be determined by the sanitary protection distance allowed by the State standard.
- Construct a concentrated environmental treatment area: This is a very effective solution for wastewater treatment for an IC and is also required when constructing ICs. A centralized wastewater treatment system built to handle one type of effluent from multiple production sites will save more from the costs of construction, installation, operation and maintenance this system.
- Develop and invest in the operation of the IC monitoring system; through this system of environmental monitoring it is possible to assess in time, accurately and strictly control the status of environmental quality as well as the level of pollution of air, water, odor, noise, in cluster and its impact on neighboring areas. From there, technical solutions are handled in a timely manner, ensuring the quality of the environment in general. Infrastructure developers can provide environmental services to meet environmental goals, generate new revenue, and increase the attractiveness of their IPs. It includes many services such as: Waste water collection and treatment, solid waste treatment; collection, storage and treatment of hazardous and noxious wastes; environmental monitoring services ...;
4.8. Compensation for ground clearance compensation for IC construction:
- Develop and promulgate mechanisms and policies of the province related to land and IC infrastructure in a uniform manner. Strengthen the effectiveness of land law regulations, combining persuasion, advocacy and legal enforcement, especially in the areas where it is expected that difficulties will arise while developing ICs according to the planning.
- Elaborate documents guiding the implementation of incentives on land rent exemption or reduction for enterprises leasing land in ICs. At the same time, the mechanism for industrial enterprises to lease land in ICs is entitled to preferential land rents in accordance with the Investment Law and in conformity with WTO rules.
- Land clearance and resettlement need to be coordinated by investors and authorities and mass organizations in the area to ensure the legitimate rights of people with land recovered and the benefits of quick land clearance to investors; orientations and locations of the resettlement site are clearly defined when detailed planning of industrial clusters.

According to Decision No. 252/QĐ-UBND on 20/01/2017 of Vinh Phuc People's Committee approving the development plan of industrial clusters in the province of Vinh Phuc to 2020, orientation to 2030, specific contents as follows:
I. Planning title: Planning for the development of industrial clusters in Vinh Phuc province up to 2020 with orientation to 2030
II. Investor: The Department of Industry and Trade of Vinh Phuc;
III. Planning structure: 03 parts:
Part I: The main arguments for the planning of industrial clusters in Vinh Phuc province.
Part II: Planning for the development of industrial clusters in Vinh Phuc province up to 2020 with orientation to 2030.
Part III: Main solutions and implementation of industrial development planning in Vinh Phuc province up to 2020.
IV. Main contents of the planning:
1. Development viewpoint
Planning for the development of industrial clusters in Vinh Phuc province up to 2020 with orientation to 2030 in line with the Master Plan for Socio-Economic Development, the Master Plan for Industrial Development, land, urban development planning and residential areas and other relevant infrastructure development plans in the province.
- Strengthen the cooperation and promote comparative advantages with neighboring provinces; mobilize resources of all economic sectors inland and abroad to build infrastructure of industrial clusters.
- Develop industrial clusters on the basis of efficiently exploiting comparative advantages in terms of natural resources, labor and infrastructure in localities, giving priority to develop industrial clusters of rational sizes to meet the demand,. relocate and expand the production space to develop industries, cottage industries.
- Developing industrial clusters must be closely linked with ensuring security, national defense and social order; at the same time, meet the requirements of ecological environment protection and sustainable development.
2. Development objectives:
-
- General objective:
- Planning for the development of industrial clusters to ensure the achievement of the province's socio-economic development objectives in a comprehensive manner, contributing to the growth of industry and services, and the shift of economic structure towards industrialization, modernization.
- Set up establishments and grounds for the development of industries, cottage industries, craft villages and new rural areas in Vinh Phuc.
- The development planning of the industrial cluster of the province has appropriate scale in each period to orient the reserved land fund, investment in infrastructure with focus and focus on the potential areas but outside the center, to meet the need to expand the production space, attract resources in terms of technology... to develop the industry in a harmonious way, link production with markets, raw materials, labor...
- Create jobs in the area; address the risk of environmental pollution in craft villages, ensuring social security and order.

- Specific objectives:
a, Until 2020:
- Take advantage of the support from the Central government, mobilize resources of all economic sectors to continue investment to complete the existing 14 industrial complex infrastructure by early 2015 (total area of 198.34 ha that has not been implemented).
- Build 7 new industrial clusters with the total additional area of 109.4 ha by the year 2020; bring the total area of industrial clusters to be invested by 2020 expectedly to 307.74 ha.
- Step up investment promotion and encourage enterprises of all economic sectors to invest in existing industrial clusters, striving to raise the average occupancy rate of industrial clusters till the end of 2020 to 65% of industrial land for lease; attract around 10,000-12,000 billion VND invested in the development of production in industrial clusters; create more regular jobs for 28,000 - 30,000 employees.
- 100% of industrial clusters have been put into operation and invested in waste water treatment systems and industrial waste collection.
- Relocate production establishments causing serious pollution in craft villages to industrial clusters to invest in production and business.
- Basically meet the demand for production space for the rural industrial sector in ICs.
b,Orientations to 2030:
- Orientation for the construction of 10 industrial clusters with the total area of 212.39ha.
- Continue to invest in expanding 01 existing ICs of the previous period, up to 2020, with an additional area of about 10 hectares. Orient to bring the total area of industrial clusters in the province to 2030 to 659.23 ha.
- Strive to bring the average occupancy rate of industrial clusters in the province up to 75% of the industrial land area to 2030; attract 12,000 - 15,000 billion VND to the industrial clusters; make sure to create more regular jobs for 30,000 - 32,000 employees.
- Meet the demand for production space for rural industrial areas according to the
handicraft ICs' standards in the direction of modernization in line with the common standards on industry.
3. Planning for the development of industrial clusters in Vinh Phuc province up to 2020 with orientation to 2030
3.1. Identifying local industries, industrial establishments, cottage industries and shall be prioritized and encouraged for investment in ICs.
- Orientations for sector structure: Prioritize supporting industries, agricultural and forest product processing, food, new construction materials and rural industries to promote the transfer process of economic structure of the province.
- Model orientation and industrial scale: Encourage small and medium enterprises to produce and trade in ICs. Foreign-invested enterprises shall concentrate on investing in small and medium-sized industries, easily changing their product plans; household economy focuses on producing traditional handicrafts, items that meet the daily consumption demand of the population, concentrating on preliminarily processing raw materials for large industrial establishments in ICs.
Specifically, encourage investment in industrial clusters in the following industries:
A, The period until 2020:
- Processing agricultural and forest products, food, producing feed;
- Production of new building materials;
- Assembling electrical and electronic equipment;
- Mechanical repair and repair of work equipment; Renovation and repair of waterways (rivers, lakes), civil engineering services;
- Supporting industry of electronic industry;
- Supporting industry of automobile industry, motorbike;
- Processing industry, waste treatment;
- Garment, leather shoes.
b) Orientations to 2030:
Continue to develop advantageous industries such as processing agricultural and forest products; production of new construction materials; industrial and agricultural service, forestry ... but with better quality and level of processing.
In addition, priority should be given to attract investment in industrial clusters of clean industries, using high technologies; low environmental pollution and high economic efficiency such as assemble electrical equipment, electronics, supporting industries, and high quality support services for other industries.
3.2. Make lists of places capable of building industrial clusters and determine the order of priority for construction investment in the planning stage in the locality
Continue to invest in areas that have not yet implemented in 14 existing ICs: Huong Canh and Thanh Lang in Binh Xuyen district; Hop Thinh IC, Tam Duong district; Te Lo, Yen Dong, Minh Phuong, Yen Lac town, Yen Lac district; Ly Nhan, Tan Tien, Dong Soc, Vinh Son, Tho Tang - Lung Hoa, An Tuong, Vinh Tuong district.

- Select the name and 17 locations capable of building new ICs until 2030, including:
+ In the period from now to 2020: build 07 new ICs with an area of 109.4ha, including Cao Minh industrial cluster, Phuc Yen city; Lap Thach, Tu Du, Dinh Chu IC, Lap Thach district; Dong Thinh IC, Song Lo district; Yen Phuong IC, Yen Lac district; Viet Xuan IC, Vinh Tuong district.
+ 2021 - 2030: build 10 new ICs with the total area of 212.39 ha, including Trieu De, Xuan Loi and Xuan Hoa ICs of Lap Thach district; Hai Luu IC, Song Lo district; Hoang Lau IC, Tam Duong district; Lien Chau, Trung Nguyen, Van Tien of Yen Lac district; Van Giang - Van Ha IC (Ly Nhan commune), Dai Dong IC of Vinh Tuong district and extending Dong Thinh IC (10 ha) has reached this stage.

4. Solutions and organization of planning implementation:
-
- For approved ICs:
- For established ICs: Strictly implementing Joint Circular No. 31/2012 / TTLT-BCT-BKHĐT of the Industry and Trade Ministry and the Planning and Investment Ministry on guiding the handling of industrial clusters formed before the Decision No. 105/2009/QĐ-TTg on September 18, 2009 of the Prime Minister, specifically:
+ For ICs which have been set up later and re-established under Joint Circular No. 31/2012/TTLB-BCT-BKHĐT, they will continue to attract additional investment to complete the missing infrastructure items as prescribed, and to attract secondary investors to fill the leasable area, manage ICs according to current regulations.
+ For investment projects in ICs, it is necessary to resolutely handle slow and ineffective projects as prescribed by law to avoid wasting land.
+ For 05 ICs being invested by the People's Committees at the commune, district levels prior to the effective implementation of the Regulation on IC management, the management of such ICs shall be affected. The district-level People's Committees shall have to assume the prime responsibility for, and coordinate with the Industry and Trade Department and concerned departments and branches in, reviewing and reporting to the provincial People's Committees for appropriate adjustment of the ICs. Each infrastructure (enterprise or industrial cluster development center or a non-productive unit is added to the infrastructure business unit).
- For newly established ICs: It is necessary to carry out right from the beginning the process of investment and construction of new establishments. Do not select projects with the risk of environmental pollution put into the cluster. In case of delayed deployments (after the expiry date) in accordance with established decisions, it is necessary to revise to adjust the scale, route and development orientation to suit the practical conditions.
- For ICs planned to expand: The expansion is only proposed when: 80% of the area of the previous period can be leased; have land fund to expand and have secondary investors registered investment production.
4.2 Planning solutions:
- Establish organizations and increase state management personnel with ICs established by the province. Determine clearly the function of managing and planning the development of ICs for the Department of Industry and Trade, can strengthen the staff to do this well.
- Localities have no conditions to set up an industrial cluster development center under the district-level People's Committee to serve as an infrastructure trading unit, or the number of industrial clusters in the locality is still less attractive. Infrastructure enterprises, in the immediate future, may consider assigning the Industry Promotion Center (the Department of Industry and Trade) to perform this function.
4.2. Solutions for implementing social infrastructure development policies for IC construction area:
- Concentrate on mobilizing priority resources for compensation and construction of synchronous infrastructure for resettlement areas for people losing land and houses for laborers at ICs when so requested. The central encouragement and support mechanism for investment in the construction of dwelling houses for IC workers has been implemented as an experiment with IPs.
- Build local specific mechanisms to prioritize all concentrated resources for site clearance compensation and infrastructure construction for resettlement areas, housing for workers; encourage and support the budget from the provincial budget for enterprises, infrastructure investors, infrastructure investment in infrastructure for people who lose land and laborers in ICs, including medical services, education and social security in the area concerned and adjacent to IC.
4.3. Mobilize investment incentives in ICs:
- The total demand for infrastructure investment is expected to be at least: The period from now to 2020 is VND 2,000.3 billion, of which VND1,289.2 billion is proposed to continue to invest in 198.34 hectares that was planned for the previous period; The targeted amount to 2030 is VND 1,380.5 billion. For the above measures, the following solutions should be applied:
- Intensify the attraction and raise the efficiency of investment, attract large corporations and enterprises dealing in infrastructures with capital, technology and brand names to invest in infrastructures of the local ICs. Focus on mobilizing capital from domestic and foreign enterprises, credit funds, etc.
- Promote investment in ICs in a unified organization with the participation of different committees, sectors, and focus on each of the statues that need to attract capital. Establish investment promotion representatives in big cities and localities, put relations with overseas trade offices to introduce and attract enterprises interested in the potential of Vinh Phuc.
- Prepare a list of projects that need investment attraction and full dissemination of investment incentives for domestic and foreign investors.
- Prioritize the selection of investors is the business units of technical infrastructure as well as secondary business investors (both infrastructure and investment), especially with construction proposals of specialized and supportive ICs.
4.4. Solutions on creating capital source:
- The province can support a large amount of funding for IC construction projects (construction of roads, power supply, water supply, resettlement ...) in districts with difficult areas by combining with other provincial programs because the infrastructure is deployed with multiple goals.
- Other ICs have not been invested in infrastructure, but in order to meet the development needs, the province can provide investors with strong businesses (abroad corporations, enterprises in the framework of bilateral and multilateral agreements) are invested to build infrastructure and to lease land for production. Investors who contribute capital to infrastructure will be given a share of revenue from industrial land and services to recover capital.
- The province needs to have priority policies on considering investors to build infrastructure in a synchronous manner from transportation, power supply, water supply and drainage, environmental treatment and finishing for each IC so that when the factories are put into operation, it will terminate the construction of infrastructure inside and outside the IC.
- Planning of land areas to be auctioned for funding for investment in infrastructure of industrial clusters in accordance with regulations; Priority should be given to infrastructure business enterprises which invest in the infrastructure of clusters which are assigned land for auction in order to recover their investment capital.
- In the case of both land allocation and construction of infrastructure, it is necessary to have a roadmap and schedule for completing each item in a rolling manner.
- Organize financial, customs, post and telecommunication services at ICs to support enterprises investing in this area which have many advantages in production and business activities.
- Create favorable conditions for administrative procedures and time for infrastructure construction projects, IC investment policies, small and medium enterprises to borrow preferential capital of the Bank according to the project progress.
4.5. Solutions for the development of science and technology:
- Renovate science and technology management in line with the market mechanism and international integration requirements. Continue to strengthen and perfect the state management of science and technology in the province in the direction of flexibility and effectiveness. Implement the mechanism of association between state management agencies and scientific and technological organizations and enterprises in the ICs.
- Organize the exchange of experiences between enterprises inside and outside the ICs; purchase suitable technology equipments; this stage should actively attract technology from corporations, provinces, research, technology autonomy in the later stage.
- High preference for enterprises having technology transfer projects and commitments to support some enterprises in ICs in particular and in the province in general.
4.6. Solutions for job creation, job conversion for land acquisition and training, preparation of labor force for industrial clusters:
- On the creation of on-the-job human resources for ICs: Step by step raise the quality of professional skills and skills for laborers; pay attention to the style and culture in accordance with local conditions. Enterprises in ICs need to commit and carry out labor recruitment in localities where ICs are located, especially laborers who lose their production land.
- Training human resources for ICs:
+ Build a close association between enterprises in ICs in Vinh Phuc province and vocational schools to meet the needs of enterprises in business fields.
+ Create linkages between State management agencies, enterprises and schools to organize training courses in schools or enterprises. Create conditions for job training and job-transferring at ICs for enterprises capable of retraining or training on-the-job laborers to meet requirements on the supply of human resources on order, according to the address of business in IC.
- About labor supply consulting services:
+ For enterprises engaged in production and business activities in ICs: Enterprises shall have to work out plans on recruitment and employment of laborers so as to take the initiative in raising their professional skills on the spot or in association with labor training establishments, contact the Employment Service Center in the province to provide labor to meet the needs.
+ The province should have mechanisms and policies on attracting laborers into centralized clusters; mechanisms and policies to support the settlement of laborers at ICs; mechanism to support on-the-job training of labor resources for ICs.
4.7. Solutions on environment production and sustainable development:
- The province should soon have specific guidance on environmental protection and supervision in ICs from the planning stage to the stage of investment in infrastructure construction, the stage of implementation of projects, the stage of completion of construction in ICs. Specific ICN construction projects (detailed), ICs expansion projects and IC infrastructure business must prepare environmental impact assessment reports; Defining the responsibilities of the parties in preparing and evaluating reports on environmental impact assessment, monitoring and supervision of environmental issues in ICs.
- Elaborate internal regulations on environmental protection in the following forms: Detailed guidance on landscape planning and architectural design for ICs; waste regulations; Environmental criteria for investment projects in ICs. At the same time, it is necessary to formulate incentive policies to attract enterprises to invest in modern equipment and to produce assorted products to ensure environmental hygiene and recyclable wastes or be buried safely; Encourage enterprises in ICs to apply cleaner production and apply quality management systems. In particular, encourage the development investment environment industry in ICs. Encourage the implementation of scientific research activities on environmental protection in production activities of ICs.
- For new ICs, overall planning for environmental protection at the project level plays a very important role. In the planning in addition to the layout of the plant, it is necessary to mention the plan for environmental protection. IC design is to design industrial hygienic zone (buffer zone between CCN and residential area, adjacent area). The size of the industrial isolation area should be determined by the sanitary protection distance allowed by the State standard.
- Construct a concentrated environmental treatment area: This is a very effective solution for wastewater treatment for an IC and is also required when constructing ICs. A centralized wastewater treatment system built to handle one type of effluent from multiple production sites will save more from the costs of construction, installation, operation and maintenance this system.
- Develop and invest in the operation of the IC monitoring system; through this system of environmental monitoring it is possible to assess in time, accurately and strictly control the status of environmental quality as well as the level of pollution of air, water, odor, noise, in cluster and its impact on neighboring areas. Infrastructure developers can provide environmental services to meet environmental goals, generate new revenue, and increase the attractiveness of their IPs. It includes many services such as: Waste water collection and treatment, solid waste treatment; collection, storage and treatment of hazardous and noxious wastes; environmental monitoring services ...;
4.8. Compensation for ground clearance compensation for IC construction:
- Develop and promulgate mechanisms and policies of the province related to land and IC infrastructure in a uniform manner. Strengthen the effectiveness of land law regulations, combining persuasion, advocacy and legal enforcement, especially in the areas where it is expected that difficulties will arise while developing ICs according to the planning.
- Elaborate documents guiding the implementation of incentives on land rent exemption or reduction for enterprises leasing land in ICs. At the same time, the mechanism for industrial enterprises to lease land in ICs is entitled to preferential land rents in accordance with the Investment Law and in conformity with WTO rules.
- Land clearance and resettlement need to be coordinated by investors and authorities and mass organizations in the area to ensure the legitimate rights of people with land recovered and the benefits of quick land clearance to investors; orientations and locations of the resettlement site are clearly defined when detailed planning of industrial clusters.
