On August 15, 2011, Vinh Phuc People’s Committee issued the Decision No. 2065/QD-UBND on Approval of the Contents in the Planning for Development of Building Material of Vinh Phuc Province to 2020, Vision to 2030 with the Main Followings:
* Viewpoint for Development
a) Viewpoint
The planning of construction material development to 2020 should keep in line with the overall planning of socio-economic development of Vinh Phuc province and with planning of other provincial branches; in line with the overall planning for development of construction material industry and the planning for exploitation, processing and use of natural minerals for making construction material of the country.
Development of the construction material must safeguard its sustainability and the economic efficiency should be closely connected to that of society, saving and effective use of natural mineral, protection of
ecological environment, cultural and historic prestige, natural beauty and safeguard of security and defense; encourage to develop the clean technology, saving energy and environmental pollution reduction; encourage and calling for investment, technological transfer to production of unbaked building material for replacement of the baked building material which is a source causing pollution and waste of fuel.
Diversify the form of investment to attract capital for development of production and business of BM; concentrate on investment and production development of the advantage products of the province (abundant material source on-spot) they are paving porcelain brick, baked tile and brick, course porcelain, light material, sand and pebble and black sand in Red River. Attention shall be paid to development of new BM products with high quality and economic value to meet the provincial demand and supplying to the domestic market and export.
b) Objective and Development Orientation
To 2020, BM development of the province should meet the demand of BM in the province; improve quality, model of the products to satisfy the consumables of the domestic market and for export.
- Develop BM industry with purpose of implementation of industrialization and modernization of the BM industry and make contribution to change of the economic structure under the direction of increasing the weighting of the industry and services, and the budget revenue of the province.
- Develop BM production with purpose of attracting labor, creating employment, increasing the income of the working people and improving the people’s living standard.
* Content of Planning
a) Solution of BM Planning to 2020
- Construction Materials:
+ China clay baked brick made by the handicraft method: Make a specific road to abolish completely the handicraft brick kilns existing in the province in order to environment protection and saving use ò the natural mineral.
+ China clay baked brick made by tunnel kiln
Review total the system of tunnel kilns to adjust the planning properly, not to develop such kinds of kiln in the plain districts, rice field zones; study to move out some brick kilns within the scope of the planning of Vinh Phuc urban, encourage investing in brick made by tunnel kilns from the hilly soil material.
+ China clay brick made by the continuous furnace
This shall be developed in the mountainous zones, the difficult rural zones, alluvium river stretches.
+ Develop the baked brick with high quality and economic value, especially the brick without plaster, paving porcelain brick to supply to the domestic market and for export.
- Call for, encourage investment in the unbaked brick production from the hilly soil material with modern technology; from cement and stone dust, sand and light brick (aired concrete brick, powder concrete brick) to meet a portion of BM of the province according to the Decision No. 567/QD-TTg dated on April 28, 2010 of the Government on development Program of unbaked material production to 2020.
Bring the production capacity of various types of BM to 2015 by 1,207 million pieces and to 2020 by 1,672 pieces (40% of these shall be unbaked material).
- Roofing material:
Encourage the enterprises of tunnel brick kilns investing more in tunnel tile production replacing the handicraft fired tile method.
- Call for investment in expansion of the modern fired tile technology to increase the capacity and diversify forms of products, especially the high grade tile serving in construction of the works with requirement of high aesthetics and for export to foreign market.
- Invest in construction of production, processing of various types of roofing, soundproof and anti-heat sheet meeting the demand of housing, factory construction or resisting against the penetration of the flatted-roof house.
- Make the road advancing to stop production by the handicraft method for safeguarding the environment and saving the fuel.
- Construction stone:
At first, from 2011 – 2015, stabilize the capacity of stone exploitation of the existing bases to satisfy the demand of the construction in the province.
- Make planning, re-arrangement the stone exploitation bases to adjust some quarries in Quang Minh Commune, Tam Dao District to return the environment and beauty landscape. This quarry should be closed by 2015; the plan for reinstatement of the soil, rehabilitation of environment and flora system shall be required in order to rehabilitate the landscape and meeting the requirement of tourism development.
- Stone quarries in Trung My Commune, Binh Xuyen District should be rechecked the land area and reserves to prepare detailed planning for increasing the existing capacity. Based on the detailed planning, proposal of issuance of the permit to open new quarry is required to meet the demand of stone material for construction by 2015 when the quarries in Minh Quang Commune, Tam Dao District closed.
- Quarries in Lap Thach District: It is needful to study for expansion of the scale, increasing the capacity of Tan Lap Quarry; investigate and find out locations in Quang Son, Ngoc My and Quang Yen communes of Song Lo and Lap Thach Districts to open new quarries to stabilize the capacity for meeting the long-term requirements of the construction of the province.
Capacity of stone exploitation by 2015 shall be 0.675 million m3 and by 20020 it shall be 1.2 million m3.
- Construction sand:
Make detailed planning for zones having sand and pebble mines (river, stream) in the province; organize and rearrange the production; form the exploitation bases of concrete sand, plaster sand in Lo, Pho Day and Red rivers. Bring the private household into production under the form of cooperatives or enterprises to easily manage and ensure their obligations to the State on natural mineral exploitation as defend the regulations of security and safety in sand and pebble exploitation on the rivers.
- The sand and pebble mines of Lo River, Pho Day River shall not be planned to expand because their exploitation becomes more and more exhaustion so it now require to exploit economically to serve in the long-term use.
- Make detailed planning for sand mines in Red River to serve in the demand of backfilling and construction; research to supplement to the planning for unfired BM production from sand of Red River.
- Organize to inspect, check regularly to prevent timely from illegal exploitation to save the natural mineral and bring about the high economic interest at sight as long-run, especially the defend of dyke and embankment works.
The capacity of sand exploitation of the province to 2015 estimated by 3.57 million m3 and by 2020 it shall be 3.52 million m3.
- Paving brick:
- Stabilize its capacity of the existing production bases of ceramic and granite in Binh Xuyen zone, Vinh Yen City to suit to the planning for socio-economic development of Vinh Phuc Province and the planning for urban development of Vinh Phuc to 2020; call for investment in new technology to innovate the models and increase the product quality, reduce the environmental pollution (especially to the products having high quality, ecological products, friendly to environment products); maintain firmly the domestic market and step by step to expand the market in foreign countries. Encourage enterprises investing in production and forming BM production bases in Song Lo and Lap Thach districts.
- Invest in construction of the self-choked brick and terrazzo brick to meet the requirement of construction and correction of the urban zones as the welfare cultural works in the province; encourage developing this type in Song Lo and Lap Thach districts
Bring the capacity of production of paving brick of various types of the province up to 78.05 million m2 by 2015 (in which, ceramic and granite brick: 77 million m2, self choked brick: 0.6 million m2 and terrazzo brick shall be 0.45 million m2) and by 2020 it shall be 85.4 million m2 (in which ceramic and granite brick is 84 million m2, the self-chocked brick shall be 0.8 million m2 and terrazzo brick shall be 0.6 m2).
- Enamel:
Invest in expansion and increasing of the production capacity of the existing frit production base; encourage expanding and developing this in Song Lo and Lap Thach districts to make full use of the available material and in the zones where much land for agricultural development.
- Concrete:
Invest in-depth to increase the production capacity and diversify the products in the existing factories to meet the requirement of ready-made concrete serving in housing construction, transportation works, water supply and sewerage works and power transmission works in the province.
Bring the production capacity of the ready-made concrete of the province up to 220,000 m3 by 2015 and 260,000 m3 by 2020.
- Exploitation and processing minerals for BM production:
Invest in-depth of processing capacity of kaolin, feldspar of the existing kaolin and feldspar processing bases in the province; make survey and evaluate the reserves and study the use of such resources in the province to make full use of the available natural mineral and make out the products for the society.
Invest in exploiting the split stone in Hai Luu Commune, Song Lo District with the capacity of 80,000 m3 in the period 2011-2015.
- Ready-made mortar:
Invest in construction of one ready-made mortar with its capacity of 50,000 tons/year in the period 2010-2015 and one more base in the period 2016-2020 to serve in the mechanism of the construction in the construction sites safeguarding the quality of the construction works and limit a portion of the odd material transportation causing pollution.
- Gypsum wall sheet and portioning lab:
Invest in construction of one base for production of wall sheet and portioning slab making of gypsum with water proof, sound proof and anti-heat to meet the requirement of the construction in the province with the capacity of 5 million m/year and the time for investment is in the period 2011-2015.
- Safety glass and refractory material:
Call for the enterprises to invest in production of safety glass with the capacity of 500,000m2/year and investment is in the period 2011-2015.
Maintain the existing refractory brick making base, at the same time, depending on the raw material source and the demand of the market in each period, it should be needful to prepare plan for expansion to the suitable scale for ensuring the economic efficiency in production.

* Orientation for BM Development to 2030
- For category of product: for the common use products shall keep production on the basic of upgrading the technology to increase the capacity and product quality. Especially, the replacement material shall be developed with more priority quality, ensuring the saving in material and fuel use in production. The high grade materials shall be invested in-depth to improve their quality, models and usefulness meeting the higher and higher liking of the customers and for export. The new materials are the construction organic material, smart material using in the construction such as ecological roofing, high quality wall paints; step by step develop the unbaked material to replace the baked material as at present time.
- Production assignment: In the current period, the production of high grade BM, new BM are now mostly located in the city, towns and district towns, IPs for concenient in consumption market. The common use products is located in every part of the province to limit the transportation and distribution fee, reducing the cost and increasing the on-spot consumption as well as the competition of the products in the regional markets. To period 2015-2020, it is necessary to form BM production IP, priority shall be given to enterprise who invests in the special difficult zones.
- Organization of Production: The organization of BM production in Vinh Phuc Province from current period to 2030 shall follow the concentrating direction, forming specialized production groups of the BM product or multi-branches production groups including many categories of products so that easily manage and increase the production efficiency in production and business.
