Prime Minister carry out instruction in saving energy

Deputy Prime Minister Tran Hong Ha has just signed Directive No. 20/CT-TTg of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years.
For many years, the electricity supply for the economy has always been ensured, serving as a solid foundation for economic development, attracting investment, maintaining national security and social stability. However, considering the context of electricity supply in the period of 2023 - 2025 and the following years, there will be many challenges due to: (i) the hydrological situation ensuring the generation level of hydropower plants on the current river system become unfavorabley affected by climate change; (ii) increasing dependence on imported primary energy; (iii) wind power, solar power and other renewable energy sources remains still limited; (iv) thermal power has faced many difficulties in expanding investment, while electricity demand continues to increase at a high rate, averaging about 8.5%/year, higher than the economic growth rate. Economical and efficient use of electricity must be considered an important and urgent solution to maintain energy stability and security, sustainable development and economic growth of the country in the coming time.
Strive to save at least 2.0% of total annual power consumption
In that context, the Prime Minister requested that in the period of 2023 - 2025 and the following years, the whole country must strive to save at least 2.0% of total electricity consumption annually; reduce power loss across the entire power system to less than 6% by 2025; reduce the peak load capacity of the national power system through the implementation of power demand management (DSM) and load adjustment (DR) programs, at least 1,500 MW by 2025.
Striving to 2030, 50% of office buildings and 50% of residential houses will use self-produced and self-dissipating rooftop solar power (for on-site consumption, not selling electricity into the national electricity system). By the end of 2025, striving for 100% of street lighting using LED lights.
To achieve this goal, all organizations and individuals are required to implement the implementation of energy saving. Specifically, ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces and municipal cities, businesses and union - social organizations implement a number of solutions as follows: :
Implement energy saving at offices and offices
- Coordinating with local power companies to develop and carry out the implementation of electricity saving plans for their units, ensuring at least 5.0% annual saving of total electricity consumption in the year.
- Developing, promulgating and organizing the effective execution of regulations on electricity saving, regulations on use, maintenance and repair of electricity consuming equipment at agencies and units.
- Disseminate and thoroughly acknowledge the enaction of power saving to all employees, including the content of electricity saving in the indicator of task completion, internal discipline abide and annual emulation and reward . Heads at agencies and offices are responsible for violations of regulations on energy saving in their power.
- Utilizing and mobilizing resources to install and use rooftop solar power systems, solar hot water heating systems to reduce electricity consumption from the national electricity system.
- Strengthening the implementation of the Prime Minister's Decision No. 68/2011/QD-TTg dated December 12, 2011 promulgating the list of energy-saving devices to be equipped and procured for agencies, units using the state budget.
- Urging, reviewing and regularly inspecting the performance of internal rules and current regulations on electricity saving.
Realizing electricity saving in public lighting, lighting for advertising purposes, outdoor decorations
- Organizations and individuals that manage and operate public lighting systems, lighting systems for advertising and outdoor decoration purposes shall assume the prime responsibility, and coordinate with electricity supply establishments in enacting electricity-saving plan, accordingly, at least 30% of total electricity consumed in the period of 2023 - 2025 must be saved for the above lighting activities.
- Apply management solutions, regulations and technical standards for public lighting; replacing decorative lights, lighting and advertising lights with energy-saving lamps; applying automatic control technology in public lighting, lighting for advertising purposes, outdoor decoration. Promoting the application of solar energy solutions for equipment serving the purposes of advertising, decoration and public lighting.
Deploying power-saving technology solutions in public lighting, using high-efficiency and energy-saving lighting equipment for 100% of public lighting works in preparation for investment in construction, renovation, and upgrading of public lighting projects.
- Accelerating the execution of lighting automation based on time frame and weather conditions of public lighting works.
- Restaurants, hotels, commercial service establishments, office complexes and apartments turn off or reduce at least 50% of the outdoor decorative advertising lighting capacity at the evening peak following the request of the local power company; complying with regulations on economical and efficient lighting, ready to cut and reduce electricity demand upon notification of the local power company in case of electricity shortage; coordinating with the local power company to carry out appropriate propaganda programs on saving electricity in the summer peak, programs, contests, and launching campaigns on saving electricity in the area. urban areas, apartment buildings, commercial centers.
Conducting electricity saving in households
- Using electrical equipment labeled with energy saving according to the Decision No. 04/2017/QD-TTg dated March 9, 2017 of the Prime Minister stipulating the list of vehicles and equipment subject to energy labeling, pressure use minimum energy efficiency levels and implementation roadmap.
- Regularly practice the behavior of economical and efficient use of electricity at home, such as: turning off electrical appliances when leaving the room, completely cutting off the power source if electrical appliances are not used; only using the air conditioner when absolutely necessary and use it at the appropriate temperature and mode (cooling mode from 26 degrees Celsius or more); give priority to the purchase of high-efficiency electric vehicles and equipment or electrical equipment labeled with high-efficiency energy; Minimizing the use of incandescent light bulbs.
- Encouraging the installation and use of self-contained rooftop solar power systems for on-site use, hot water heating systems from solar energy.
Managing electricity saving at commercial and service establishments
- Developing and carry out the execution of internal regulations on electricity use, rules on economical, safe and efficient use of electricity at business and service establishments (supermarkets, commercial centers, restaurants, accommodation establishments, shops, shops, hotels, commercial service establishments, office complexes, apartments).
- Developing and disseminating the establishment's electricity-saving regulations to customers.
- Building plans and scenarios to coordinate with power companies in reducing load.
- Leading the program to encourage the use of local energy sources by renewable energy sources, electrical equipment using renewable energy.
Directing energy saving in manufacturing enterprises
- Stimulating the implementation of the program of enterprises participating in the voluntary agreement to conducting solutions on energy saving, electricity saving, rooftop solar power installation and consultancy on application of energy using solutions: economical and efficient.
- Accelerating the execution of Decision No. 279/QD-TTg dated March 8, 2018 of the Prime Minister on the National Program on electricity demand management in the period of 2018 - 2020, with a vision to 2030.
- Developing a program to mobilize the backup power generation system in case of power shortage.
- Building up and finding out solutions for economical and efficient use of electricity such as: ensuring the correct use of capacity and load chart; direct a reasonable production plan; minimizing the mobilization of equipment and machinery with large electricity consumption capacity at peak hours; cutting down on electrical equipment operating at no load.
- Installing and integrating renewable energy sources such as solar energy and wind energy into the internal energy system; Prioritizing the operation of equipment labeled with high efficiency energy.
- Energy-using establishments with electricity consumption of 01 million kWh/year or more must save at least 2% of electricity consumed per product unit per year or must save at least 2% of total electricity consumption capacity during the year, reviewing and ensuring the observance and compliance with the provisions of the Law on Economical and Efficient Use of Energy and legal documents on economical and efficient use of energy, relevant power savings.
- Industrial production enterprises that are regulated by legal documents stipulating the energy consumption norm per unit of product must comply with the prescribed energy consumption norm.
- Encouraging the development and application of energy management systems according to ISO 50001:2018 at production and business establishments. Conduct periodic energy audits, develop and implement annual goals and solutions on economical and efficient use of energy.
- Enhancing the promotion of advanced energy-saving techniques, boosting technological improvement in energy-intensive industries, optimizing production materials, eliminating backward production capacity, improving energy efficiency through investment in energy-saving projects.
- Deploying and applying technical guidelines on electricity saving and economical and efficient use of energy, exploit and use technology manuals on energy saving for energy consuming industries around the country.
Directing solar power promotion program
The Prime Minister requested the Ministry of Industry and Trade to develop and implement programs to encourage rooftop solar power in businesses and households, a program to propagate and disseminate electricity-saving equipment in households such as: air conditioners, refrigerators, LED lights, washing machines... Expanding the scope of energy labeling, promote market transformation for products with high energy efficiency; directing the Electricity of Vietnam to optimize the operation of power plants and transmission and distribution grids in order to efficiently use primary energy sources and reduce power loss throughout the system.
Formulate the implementation of plans to inspect, supervise and apply sanctions to individuals, enterprises and organizations that fail to comply with regulations on economical and efficient use of energy.
The People's Committees of the provinces and municipal cities are responsible for formulating, promulgating and executing electricity saving plans in their localities; conducting propaganda on electricity saving to all classes in the locality through various forms such as printing posters, posters, propaganda on the online Public Service Portals of provinces and cities, on the Internet. application of digital citizens of provinces and cities, radio and television systems, electronic newspaper systems, paper newspapers, organization of contests on saving electricity.
Vietnam Electricity is responsible for optimal operation of power plants and transmission and distribution grids in order to efficiently use primary energy sources and reduce power loss of the overall system. Appropriate mobilization of capacity and electricity from hydropower plants, power sources purchased from independent power plants, renewable energy plants and backup power sources of customers; we should implement technical management solutions, invest, renovate and upgrade the power grid, strengthen technical management, limit incidents, ensure the safe, stable and reliable operation of the power grid, reduce power loss…
