3.1. Planning scope:
In the area of Duy Phien and Dao Tu Communes, Tam Duong District, Vinh Phuc Province. Specifically:
- Adjacent to Ben Tre Channel, residential land and agricultural land to the East;
- Adjacent to Lien Son Channel, agricultural land and Hop Thinh - Dao Tu Road to the West;
- Adjacent to agricultural land and current residential areas to the South;
- Adjacent to the Noi Bai - Lao Cai Highway to the North.
3.2. Planning scale
The planning is carried out in an area of 182.925 hectares (increasing by 1.805 hectares compared to the approved planning task due to the exact determination of boundary according to reality).

Planning design standards: Grade I Urban center
- Population size: About 5,000 people.
